MANAGEMENT OF THE hMUNICI GOVERNMENT OF THE CITY OF
J CORPUS CH;:ISTI; DEFINING THE DUTIES AND FUNCTIONS OF

BE IT ORDAIPIE3 3Y THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THERE IS HEREBY ESTABLISHED THE OFFICE OF ADMINISTRATIVE
MANAGEMAINT, WHICH SHALL INCLUDE THE FUNCTIONS OF BUDGET, PERSONNEL, RESEARCH AND
INFORMATION ACTIVITIES.
SECTION 2. THE OFFICE OF THE ADMINISTRATIVE MANAGEMENT SHALL BE
COMPOSED OF THE ASSISTANT TO THE CITY MANAGER, AND SUCH OTHER OFFICERS AND EMPLOYEES
AS THE CITY MANAGER MAY DETERMINE.
SECTION 3. THE DUTIES AND FUNCTIONS OF THE OFFICE OF THE ADMINISTRATIVE
MANAGEMENT SHALL BE:
A. UNDER THE DIRECTION OF THE CITY MANAGER, THE OFFICE OF
ADMINISTRATIVE MANAGEMENT SHALL CARRY OUT THE ADMINIS-
TRATIVE ASPECT OF THE BUDGET, THE PERSONNEL ACTIVITIES,
RESEARCH ACTIVITIES, AND INFORMATION, COLLECTION AND
DISSEMINATION ACTIVITIES OF THE CITY GOVERNMENT.
B. THE OFFICE WILL ASSIST THE CITY MANAGER IN THE PREPAR-
ATION AND ADMINISTRATION OF THE BUDGET.
C. THE OFFICE WILL CONDUCT RESEARCH AND THE DEVELOPMENT
OF IMPROVED PLANS OF ADMINISTRATIVE MANAGEMENT, AND
ADVISE WITH THE CITY7MANAGER AND THE DEPARTMENTS AND
DIVISIONS OF THE CITY MUNICIPAL GOVERNMENT WITH RESPECT
TO IMPROVED ADMINISTRATIVE ORGANIZATION AND PRACTICE.
D. THE OFFICE WILL ASSIST THE CITY MANAGER IN THE COLLECTION
AND CO- ORDINATION OF INFORMATION AND ADVICE FROM THE
DEPARTMENTS OF THE MUNICIPAL GOVERNMENT AND THE RECOMMENDATIONS
OF THE HEADS OF THE DEPARTMENTS AND DIVISIONS OF THE CITY.
IT SHALL BE THE DUTY„OF THE ASSISTANT TO THE CITY MANAGER
TO KEEP THE CITY MANAGER INFORMED OF THE PROGRESS OF THE
ACTIVITIES OF THE SEVERAL DEPARTMENTS WITH RESPECT TO THE

WORK PROPOSED, WORK INITIATED AND WORK COMPLETED TO-
GETHER WITH THE RELATIVE TIMING OF ACTIVITIES OF THE
SEVERAL DEPARTMENTS.
E. THE OFFICE WILL, WHEN REQUESTED, PROVIDE THE OPERATING
DEPARTMENTS WITH THE NAMES OF PERSONS ELIGIBLE TO FILL
POSITIONS, TOGETHER WITH INFORMATION REGARDING THE
QUALIFICATIONS OF SUCH PERSONS, ESTABLISH RATING FORMS
FOR THE RATING OF EMPLOYEES, AND PROVIDE PERIODIC ANALYSIS
OF CITY PAY SCHEDULES. THE OFFICE SHALL PROVIDE THE
STIMULUS FOR TRAINING, INCREASING OF EMPLOYEE SAFETY,
IMPROVEMENT OF EMPLOYEE RELATIONS, AND OTHER ACTIVITIES
DIRECTED TOWARD THE IMPROVING OF THE QUALITY AND QUANTITY
OF EMPLOYEE OUTPUT. THE OFFICE SHALL AUSO BE RESPONSIBLE
FOR PROVIDING ANALYSES OF POSITIONS WITH THE CITY AND FOR
THE ALLOCATION OF POSITIONS TO THE SEVERAL DEPARTMENTS OF
THE CITY.
F. THE OFFICE SHALL DE RESPONSIBLE FOR THE CONDUCT OF RE-
SEARCH PROJECTS AND FOR PROVIDING INFORMATION TO THE
EMPLOYEES OF THE CITY AND TO THE CITIZENS OF CORPUS
CHRISTI.
G. THE OFFICE SHALL CARRY OUT ALL ASSIGNMENTS AND DIRECTIONS
OF THE CITY MANAGER.
SECTION THE FACT THAT THERE IS NOW NO OFFICE OF ADMINISTRATIVE
MANAGEMENT AND THAT IT IS NECESSARY FOR EFFICIENT ADMINISTRATION TO CREATE THE
OFFICE OF ADMINISTRATIVE HANAGEMENT,TO BEGIN FUNCTIONING AT THE BEGINNING OF THE
ENSUING FISCAL YEAR OF AUGUST 1, 1956, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE PROVIDING THAT NO
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED AND
THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE REGULAR MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR, HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY
EX15T, REQUESTS THAT SUCH CHARTER RULE BE SUSPENDED AND THAT THIS ORDINANCE DE
PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL
FORCE AND EFFECT FROM AND AFTER ITS PASSAGE.

GENTLEMEN:
FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPENSION
OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED
FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL
BE READ AT THREE MEETINGS OF THE CITY COUNCIL: I, THEREFORE, HEREBY REQUEST THAT
YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON
THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
