RECESSED REGULAR COUNCIL MEETING
JULY 19, 1978
RECONVENED AUGUST 2, 1978

Mayor Gabe Lozano, Sr. reconvened the Regular Council Meeting of July 19,
1978, in the Council Chambers of City Hall.
City Secretary Bill G. Read verified that the necessary quorum of
required Charter Officers was present to conduct a legally constituted meeting.
City Manager R. Marvin Townsend reminded the Council that the matters to
be considered are the adoption of the budget for the fiscal year 1978-79 and the
establishment of the tax rate. He stated that the Council had approved by motion
the budget but there is a need to pass the ordinances confirming the actions.
Mr. Townsend explained that the ordinance establishing the tax rate is
on the basis of 800 per $100 on 100% of market valuation. He briefly explained
the ordinance approving the budget and noted that the homestead exemption in the
amount of $13,500 for citizens over 65 years of age was not included as a part of
the ordinances. He suggested that the ordinances approving the budget and setting
the tax rate be considered at this time, with the ordinance regarding the home-
stead exemption to be considered later after it has been prepared.
There was no discussion from the Council or the audience. City Secretary
Read polled the Council for their votes, and the following ordinances were approved:
ORDINANCE NO. 14415:
APPROVING CITY OF CORPUS CHRISTI BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING
AUGUST 1, 1978, AND ENDING JULY 31, 1979, ACCORDING TO THE CITY CHARTER FOR
PURPOSE OF FILING ADOPTED BUDGET WITH STATE COMPTROLLER AND COUNTY CLERK UNDER
TEXAS BUDGET LAW, BEING SUBJECT OF APPROPRIATION HEREUNDER OF MONIES FOR SAID
BUDGET; PROVIDING SAVINGS; AND DECLARING AN EMERGENCY.
The Charter Rule was suspended and the foregoing ordinance passed by the following
vote: Lozano, Gulley, Diaz, Gill, Holt, Juarez, and Sample voting "Aye".
ORDINANCE N0. 14416:
PRESCRIBING THE TAXES TO BE LEVIED, ASSESSED AND COLLECTED BY THE CITY OF CORPUS
CBRISTI, TEXAS, FOR THE YEAR 1978 AND FOR EACH SUCCEEDING YEAR THEREAFTER UNTIL
OTHERWISE PROVIDED AND ORDAINED AND SUCH OTHER YEARS AS THE SAME MAY BE APPLICABLE;
PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY.

The Charter Rule was suspended and the foregoing ordinance passed by the following
vote: Lozano, Gulley, Diaz, Gill, Holt, Juarez and Sample voting "Aye."
Motion by Holt that the meeting be recessed until the ordinance establish-
ing the homestead exemption for property owners over 65 years of age is prepared;
seconded by Juarez; and passed unanimously at 2:30 p.m., August 2, 1978.
Motion by Holt that the meeting be reconvened at 6:10 p.m., seconded by,
Juarez, and passed unanimously.
City Manager Townsend presented the ordinance granting the $13,500
homestead exemption for senior citizens; City Secretary Read polled the Council
for their votes; and the following ordinance was approved:
ORDINANCE NO. 14417:
FINDING THAT THE GRANTING OF A $13,500 ASSESSED VALUE EXEMPTION FROM AD VALOREM
TAXES FOR PERSONS' RESIDENCE HOMESTEAD WHO ARE 65 YEARS OF AGE OR OLDER IS IN THE
BEST INTEREST OF THE CITIZENS OF THE CITY OF CORPUS CHRISTI; EXEMPTING FROM ALL AD
VALOREM TAXES LEVIED THIRTEEN THOUSAND FIVE HUNDRED DOLLARS ($13,500) OF THE
ASSESSED TAXABLE VALUE OF SAID RESIDENCE HOMESTEAD OF SAID PERSONS UPON PROPER
APPLICATION FOR SAID EXEMPTION BEING MADE AS PROVIDED BY ORDINANCE NO. 11247,
PASSED AND APPROVED BY THE CITY COUNCIL ON THE 10TH DAY OF JANUARY, 1973, AS
AMENDED BY ORDINANCES NOS. 11918, 12211 AND 13856;_PROVIDING THAT THIS ORDINANCE
IS CUMULATIVE, PROVIDING FOR AN EFFECTIVE
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR PUBLICATION; AND DECLARING AN
EMERGENCY.
The Charter Rule was suspended and the foregoing ordinance passed by the following
vote: Lozano, Gulley, Diaz, Gill, Holt, Juarez, and Sample voting "Aye".

Motion by Holt that the Regular Council Meeting of July 19, 1978 be
adjourned at 6:12 p.m., August 2, 1978; seconded by Juarez; and passed unanimously.
