OF JOURNEYMAN BARBERS DESIRING TO PRACTICE AS SUCH; FIXING
PENALTIES FOR VIOLATION OF ORDINANCE; PROVIDING FOR SAVING

WHEREAS, The City Council of the City of Corpus Christi by Ordinance cf
date July 23, 1940, passed and approved a barber ordinance regulating the barber
profession in the City of Corpus Christi, which ordinance was amended by Ordinance
No. 1221, passed and approved by the City Council on the 4th clay of March, 1941; and
4T,=AS, It is deemed by the City Council necessary to make certain
amendments and changes in said ordinance, as amended, in order that it might be
more effective and practical insofar as ;the general public's welfare is concerned:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That Ordinance No. 11249 passed and approved by the City
Council of the City of Corpus Christi on the 23rd day of July, A. D. 1940, and
recorded in Volume 11, on Page 258 of the Ordinance and Resolution Records of
the City of Corpus Christi, and entitled:
"AN ORDINANCE PRESCRIBING AND PROVIDING FOR THE HOURS AND
DAYS DURING WRI]CH BARBER SHMS MAY BE OPEN FOR BUSINESS
AND OPERATORS THEREOF MAY OPERATE BATMER SHOPS; PROVIDING
FOR FREE AND UNOBSTRUCTED VIEW OF INTERIOR OF BARBER SHOPS,
PRESCRIBING AND IEQUI 11D ANNUAL LICENSES OF OifiMRS AND
OPERATORS TO OPERATE AND OWN BARBER SHOPS, AND LICENSE
FEES TO OPEN NEW SHOPS; REQUIRING CERTAIN LICENSES FOR
INSTALLATION OF ADDITIONAL BARBER CHAIRS; DEFINING JOURNEY-
MAN BARBERS; PROVIDING FOR ANNUAL, REGISTRATION AND IICENSE
FEES FOR JOURNEYMAN BARBERS AIdDIEQUIR.ING LICENSES OF
JOUMOYMAN BARBERS DESIRING TO PRACTICE AS SUCH; FI7 Q
PENALTIES FOR VIOLATION OF ORDINANCE; PROVIDING FOR SAVING
CLAUSE IN RESPECT TO INVALIDITY OF PORTION OF ORDINANCE;
AND ESTABLISHING EFFECTIVE DATE OF ORDINANCE ",
as amended, be amended, by amending Section 3 thereof so that the last sentence
thereof shall hereafter read as follows:
"The sum of $1.00 annually on the first day of November of
each year hereafter for each barber chair licensed and located
on the premises of said business whether such chair is being
occupied and used or not."
SECTION 2. That said Ordinance No. 1124, as amended, be amended by
amending Section 3 thereof by adding thereto the following sentence:

"Failure to pay such annual fees shall automatically for-
feit the license on any such chair as set out in Section 4
and Section 5 of this Ordinance No. 1124, as amended."
SECTION 3. That said Ordinance No. 1124, as amended, be amended by
amending Section 4 thereof so that Section 4 shall hereafter road as follows:
"SECTION 4. That from and after the effective date of this
ordinance, no person, firm, corporation or association shall
open.a barber shop in the City of Corpus Christi, either alone
or in connection with some other business, without first ob-
taining within ten (10) days prior to the time said barber
shop is to be opened by such person, firm, corporation or
association, a City license for the operation of same, and the
amount of such license or license fee is hereby fixed as follows:
"The sum of Fifty ($50.00) Dollars for barber shop
with one chair and Twenty -Five ($25.00) Dollars for
each additional chair, provided however, such fee
shall not be required upon any chair theretofore licensed
under this ordinance unless such license has been trans-
ferred to another chair upon the records of the Tax
Assessor's Office, City of Corpus Christi, Texas, by
the owner thereof, or unless such license has been for-
feited under the provisions of Section 3 of this Ordi-
nance No. 1124, as amended."
SECTION 4. That said Ordinance No. 1124, as amended, be amended by
amending Section 5 thereof so that Section 5 shall hereafter read as follows:
"MOTION 5• Any person, firm, corporation or association
owning a barber shop after the effective date of this ordi-
nance and who has paid the license fees herein provided under
Sections 3 and 4, who shall thereafter desire to add a chair,
shall pay Twenty -Five ($25.00) Dollars for each chair there-
after installed, provided however, such license fee shall not
be required upon any chair so added where such chair or chairs
are duly licensed according to the records of the Tax Assessor's
Office, City of Corpus Christi, Texas, and the annual license
fee for the current year has been paid."
SECTION 5. Publication shall be made in the official publication
of the City of Corpus Christi one time, which publication shall contain the
caption stating in summary the purpose of the ordinance and the penalty for
violation thereof.
SECTION 6. This ordinance shall take effect from and after its
passage.
SECTION 7. The fact that this amended ordinance is necessary for
the public welfare of the citizens of the City of Corpus Christi and that the
wording of the existing ordinance has caused confusion, creates a public
emergency and an imperative public necessity requiring the suspension of the
Charter Rule providing that no ordinance or resolution shall be passed finally
on the date it is introduced, and that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor having
declared that such public emergency and public necessity exist, and having

requested that said Charter Rule be suspended, and that this ordinance tale
effect and be in full force and effect from and after its passage, IT 25
ACCORDINGLY SO ORDAMED.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE
SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLU-
TION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH
ORDINANCE OR RE50LUTION SHALL SEREAD AT THREE MEETINGS OF THE CITY
COUNCIL- 1. THEREFORE, HERESY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
