BUCHANAN AND ASSOCIATES, INC., • WITH AN OPTION IN THE CITY TO ENLARGE SAID PROJECT, A COPY OF WHICH AGREEMENT IS ATTACHED HERETO AND_M4DE A -PART HEREOF; APPROPRIATING THE SUM OF $9,'300.00 OUT OF N0. 220 STREET BOND IMPROVEMENT FUND; AND DECLARING AN EMERGENCY. _ WHEREAS, THE CITY HAS RECEIVED A PROPOSAL FROM SPENCER J. BUCHANAN AND ASSOCIATES, INC., FOR THE PREPARATION OF A STUDY OF THE TYPES OF NATURAL SOILS ENCOUNTERED IN CONNECTION WITH THE PAVING PROJECTS WITHIN THE CITY OF CORPUS CHRISTI AND EVALUATE AND TEST AVAILABLE SUB -BASE MATERIALS, PREPARE AN ENGINEERING ANALYSIS OF THE TEST INFORMATION AND TRAFFIC INDUCED STRESSES, EVALUATE POTENTIAL DESIGNS IN PAVING PROJECTS AND MAKE RECOMMENDATIONS FOR THE MOST STABLE AND ECONOMICAL SPECIFICATIONS FOR USE IN PAVING PROJECTS; NUJ, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI BE, AND HE IS HEREBY, AUTHORIZED AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF SAID CITY, AN AGREEMENT WITH SPENCER J. BUCHANAN AND ASSOCIATES, INC., FOR PROFESSIONAL SERVICES FOR A CASH CONSIDERATION OF $9,300.00 TO BE PAID ACCORDING TO THE TERMS OF SAID CONTRACT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THAT THERE IS HEREBY APPROPRIATED THE SUM OF $9,300.00 OUT OF NO. 220 STREET BOND IMPROVEMENT FUND FOR PAYMENT UPON PERFORMANCE OF THE SERVICES PROVIDED IN SAID CONTRACT. SECTION 3. THE NECESSITY FOR SECURING THE PROFESSIONAL SERVICES PROVIDED IN SAID CONTRACT AS PROMPTLY AS POSSIBLE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND A R ITS PASSAGE, IT IS ACCORDINGLY PASSED AND APPROVED, THIS THESDAY OF 1958.
