AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON
BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A CON-
TRACT WITH HELDENFELS BROTHERS IN THE AMUNT OF

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager is hereby authorized and directed
to execute, for and on behalf of the City of Corpus Christi, a contract with
Heldenfels Brothers in the amount of $1,678,123.00 for construction of Stage
#1 Airport Improvements, Project No. 10- 56 -5.1, which contract has been awarded -
in accordance with plans, specifications and contract documents on file -in the
office of the City Secretary, all of which are made a part hereof by reference,
and according to the bid of Heldm fels Brothers, opened on the 17th day of
June, 1958, the said bid of Heldenfels Brothers being the lowest and most advan-
tageous to the City of Corpus Christi, Texas.
SECTION 2. That there are funds available from No. 245 Airport Bond
Fund as follows: $750,000.00 from bonds sold June 25, 1958, and by reimbursement
through C.A.A. Grant Offer accepted June 19, 1958, $1,155,623.00, making a total
of $1,905,623.00. That there is hereby appropriated from No. 245 Airport Bond
Fund the sum of $1,850,000.00, of which $1,678,123.00 is for the aforesaid con-
struction contract; $83,958.37 is for construction contingencies, 10- 56 -5.2;
$23,789.62 is for engineering design by Reagan & McCaughan, 10- 56 -5.3; $29,367.00
is for engineering supervision by Reagan & McCaughan, 10- 56 -5.4; $33,562.00 is
for inspection and laboratory control by Reagan & McCaughan, 10- 56 -5.5; $200.01
is for engineering design and supervision by Reagan & McCaughan for the relocation
of a segment of Kosar Road, 10- 56 -5.6; and $1,000.00 is for administrative expense
by the City, 10- 56 -5.7.

SECTION 3. That the existing unused portion of the appropriation
previously made by Ordinance No. 4676 for engineering design by Reagan & McCaughan
for this project, which said unused sum is the amount of $8,625.62, is hereby
cancelled.
SECTION 4. The public importance of this ordinance and the necessity
of appropriating sufficient funds so that construction may be begun on the new
Corpus Christi Municipal Airport creates a public emergency and an imperative
public necessity requiring the suspension of the Charter Rule that no ordinance
or resolution shall be passed finally'on the date of its introduction and that
such ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor, having declared such emergency and necessity to
exist, having requested the suspension of said Charter Rule and that this ordi-
nance be passed finally on the date of its introduction and that this ordinance
take effect and be in full force and effect from and aft r its passage, IT IS
ACCORDINGLY PASSED AND APPROVED, This the iL day of 1958.

I certify to the City Council that the money required for the
contract, agreement, obligation, or expenditure contemplated in the above
and foregoing ordinance is in the Treasury of the City of Corpus Christi
to the credit of No. No. 245, Airport Bond Fund
Fund from which it is proposed to be drawn, and such money is not
appropriated for any other purpose.
