AN ORDINANCE
(ZING AND DIRECTING THE CITY MANAGER TO
AN AGREEMENT FOR AND ON BEHALF OF THE
RICH AGREEMENT WILL BIND THE CITY JOINTLY

GENERAL FUND, NO. 102; AND DECLARING AN EMERGENCY.
WHEREAS, IT IS DEEMED IMPORTANT THAT THE CITY ENTER INTO AGREE-
MENT JOINTLY WITH THE COUNTY OF NUECES IN THE EMPLOYMENT OF A CONSULTANT
FOR THE SOLUTION OF PROBLEMS RELATED TO JOINT COUNTY -CITY EXPENDITURES
FOR HEALTH AND WELFAREp AND A PROPOSAL HAS BEEN RECEIVED FROM JOHN G.
STEINLE AND ASSOCIATES FOR THE USE OF CONSULTATION SERVICES OF SAID
JOHN G. STEINLE AND ASSOCIATES, THE COST OF WHICH WILL BE SHARED EQUAL-
LY BY THE COUNTY OF NUECES AND THE CITY OF CORPUS CHRISTI:
NOWS THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZ-
ED TO JOIN WITH THE COUNTY JUDGE OF NUECES COUNTY, ACTING FOR NUECES COUNTY
TEXAS, AND ACCEPTING THE PROPOSAL OF JOHN G. STEINLE AND ASSOCIATES FOR
CONSULTATION SERVICES A N ACCORDANCE WITH THE PROPOSAL DATED APRIL 20,
1959, ADDRESSED TO HONORABLE NOAH KENNEDY, JR., COUNTY JUDGE, A COPY
OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, PROVIDED THAT SUCH
ACCEPTANCE CONTAIN THE FOLLOWING CONDITIONS:
A. THE CONTRACT SHALL BE CONSIDERED PERFORMABLE WITHIN
NUECES COUNTY TEXAS.
B. PAYMENT SHALL BE MADE UPON SUBMISSION OF INVOICE AT
THE COMPLETION OF THE PREPARATION OF THE REPORT TO BE FURNISHED BY SAID
CONSULTANT.
C. THE REPORT TO BE FURNISHED SHALL BE FURNISHED IN
TWENTY (20) DUPLICATE COPIES, TEN (10) OF WHICH SHALL BE DELIVERED TO

THE COUNTY JUDGE OF NUECES COUNTY, AND TEN (10) COPIES OF WHICH SHALL
BE DELIVERED TO THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI.
D. THE WORK TO BE PERFORMED SHALL BE COMMENCED WITHIN
THIRTY (30) DAYS OF THE DATE OF THE LETTER OF ACCEPTANCE AND COMPLETED
WITHIN NINETY (90) DAYS FROM THE DATE OF COMMENCEMENT OF SUCH WORK.
E. CONSULTANT, JOHN G. STEINLE, WILL MAKE HIMSELF
PERSONALLY AVAILABLE AT SUCH DATE AS IS DESIGNATED BY THE COMMISSIONERS
COURT AND CITY COUNCIL WITHIN TEN (10) DAYS FROM THE DELIVERY OF THE
REPORT.
F. CONSULTANT WILL FURNISH SUCH INFORMATION AND
RECOMMENDATIONS AS MAY BE REQUESTED IN WRITING BY EITHER THE COMMISSIONERS
COURT OF NUECES COUNTY, OR THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, OR BY THEIR DIRECTION DURING THE PERIOD OF PREPARATION OF SAID
REPORT AND ANSWER SUCH FURTHER QUESTIONS AS MAY BE PROPOUNDED IN WRITING
WITHIN THIRTY (30) DAYS OF FILING OF SAID REPORT.
SECTION 2. THE SUM OF $3,000.00 IS HEREBY APPROPRIATED AND RE-
APPROPRIATED FROM THE RESERVE APPROPRIATION OF THE GENERAL FUND, N0.

SECTION 3. THE NECESSITY FOR COMMENCEMENT AT AN EARLY DATE
OF THE WORK CONTEMPLATED TO BE PERFORMED BY THE CONSULTANT IN THE ABOVE
AGREEMENT CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING TBE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL
MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH
EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION
OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON
THE DATE OF ITS INTRODUCTION AND THAT THIS ORDINANCE TAKE EFFECT
AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS

Dear Judge Kennedy,
I certainly appreciate the time which you, Mr. Robert N. Barnes,
Mrs. Ray Airheart, and Dr. James Barnard spent with me last week. I believe
Shat Corpus Christi and Nueces County are indeed fortunate in having
3overnmental representatives with the grasp of the problems and foresight
demonstrated by this committee. Following is a summary of what I believe,
rom our conversations, the scope of the work that should be performed and,
the methods of study that should be followed by a consultant, in the solution
of problems relating to joint county-city expenditures for health and welfare.
Also is on estimate of time required and charges which we would make fo,
performing this work.
SCOPE OF STUDY
This study should Include all health and welfare activities fol which joint
city- county expenditures ore made. The study should also include Hilltop
sanitarium, Specifically this study should Include:
- The organizational structure for the administration of the programs.
- Review of the adequacies of the program.
- Analysis of odminisiraiive procedures and praciiceso
