WELCH, A COPY _OF WHICH IS ATTACHED HERETO AND MADE A PAR HEREOF; AUTHORIZING AND DIRECTING THE CITY MANAGER TO DO THE ACTS AGREED TO BE DONE IN THE SAID CONTRACT AND EXECUTE THE INSTRUMENTS PROVIDED FOR, INC DS DING HE DE , FOR AND ON BEHALF OF THE CITY; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI TO EXECUTE AN AGREEMENT WITH MESOG V. DONIGAN AND LUCY V. WELCH, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THAT THE CITY MANAGER IS FURTHER AUTHORIZED AND DIRECTED TO DO AND DIRECT THE DOING OF THE ACTS AGREED TO BE DONE IN THE SAID CONTRACT AND EXECUTE THE INSTRUMENTS PROVIDED FOR, INCLUDING THE DEEDS, FOR AND ON BEHALF OF THE CITY. SECTION 3. THAT THE NECESSITY FOR EXECUTION OF THE AGREEMENT AS SET FORTH IN SECTION 1 HEREOF CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED, AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY PASSED AND APPROVED TH S THE 'Ad[ OF MAY, 1959.
