City Secretary Bili G. Read verified that a necessary quorum of required,;.
Charter Officers was present to conduct a legally constituted meeting. -.
City Manager R. Marvin Townsend announced the public hearing on Application
No. IO79-2, B B Builders. for a change of zoning from "B-1" Neighborhood Business
District to "1-2" Light industrial District on a 4.271 acre tract of land out of
Lot 0, Section 7, Bohemian Colony Lands, located at the northeast corner of
Greenwood Drive and Lands Road.
City Manager Townsend informed the Council that both the Planning Commission
and the Planning Staff recommend denlai and that there was no response to the,nat.i-
ces-of, the -public hearing. He then asked Mr. Larry Wenger, Chief Planners. to
Mr. Wenger located the area on the zoning and land use map, describedthe
land else in the surroundina area, showed slides of the area, and stated that.. the
applicants panto use :-a.,portion of this land for the relocation of -their build-
thg operation and sell the remaining lots.
Mar Jones called for comments from the audience_.
lir. Doh Black. partner inthe firm, expressed the opinion that the Planning
Easn'seion recomaended denial of this application because they felt that the exist-
inD:,.zoning would provide a buffer zone between the "t-2' to the south and the "A-1"

Mr. Buck assured her that they would not have anything there except build-
ing supplies and storage of equipment. Re displayed before the Council a -map of
the site and stated that they purchased the land approximately three months ago.
City Manager Townsend noted that this land was the site on which the
Corpus Christi Firefighters Association previously pidrined' to ConstrJct-tl i_r
building. He agreed with Mr. Black's comments that it is questionable whether or
not residences will be located there and suggested that an entire study should be
made -of this entire area, including the recommendations Included in the AICUZ
Steal whicti was prepared by the Navy. Mr. Townsend- also noted that -"R -#BR --zoning
is possibly inappropriate zoning for this area at this time.
Mr. Arthur Ramirez of the Planning Commission informed the Council that
the Commission had discussed this zoning application on two occasions; they did
consider the surrounding area zoning and the fact that "R -1B" zoning is located
_thetel_but..theyalso noted that there is very little land that could -be developed
for residential use because of the fact that the land south of this tract is. in
a_highnoise levei and the Navy prefers that residences not be located there.
Mayor Jones.Snguired of Mr. Ramirez if the Planning -Commission was oT the • •
opinion that this entire area should be studied.
Mr. Ramirez agreed that:In view of the' noise'zbne, according to the AICUZ
Study, the zoning in the area should be studied.

Council Member Torn-er expressed the opinion that this application should

City Manager Towrnsend informed the Council that the appropriate time frame
for this matter would be at least four weeks, because it could not be presented
to the Commission for approximately four weeks.
Mr. Black pointed out to the Council that this property has been vacant
for a long time and they felt that they could develop it if the change of zoning.

Mrs. Betty Brandesky, 4017 Cork Street, spoke in regard to this zoning
case and agreed that the entire area should be studied insofar as the correct
zoning is concerned.
Motion by Sample that Application No. 1079-2 should be tabled until the
matter is presented to the Planning Commission again and the Commission makes
a recommendation to the Council in regard to the zoning of the entire area;
seconded by Turner; and passed unanimously.
