Marvin T» nsend briefly reviewed the previous discussion onthis matter, at which time it appeared that some changes needed to be made in the Master Drainage Plan. Mr. Townsend then asked Mr. James K. Lantos, Director of EngineerTng ape inysrcatUeveropmenr, to surname -the proposed drainage plan- for lan for this area. Mr. Lantos located the Mary Carroll Ditch and the Wooldridge -Staples Outfall Ditch on an area map and explained that the proposed ditch width of the Bary Carroll f Ditch is 20 -foot bottom. slopes ...- -.- of 2 to 1, and a depth of 11 feet, which requires a total right-of-way of 115 feet. He explained that this right-of-way requirement - assumes that there will be no street at this location, but if the developer desires to construct a street adjacent to the ditch, the amount of right-of-way required would be reduced.. Mr. Lontos stated that the plans indicate that the Wooldridge Ditch would be 12 feet wider than the Carroll Ditch, but the same requirements for right-of-way would be ncedni.- lie also explained that the boundaries far-the-outfaii - have been changed to facilitate the drainage flow. Mr. Lantos informed the Council that the plans for the Carroil,Ditch have reduced it from 95 feet to 90 feet. City planned to construct the second ditch, the Carroll Ditch would no longer r--.lam-dedieibeee# sa arr_,par=rHra,,`.ner Speaking In regard to this matter was Mr. Gene Urban, Urban Engineering -#d thil rt2 wss relFresekt..iny se -vert prepert r -owners- h - than surely. -Nt. • Urban stated that the landowners wanted the -second ditch included in the Master Minutes Regular Council meeting November 14, 1979 Page 3 Plan to afford better drainage for this entire area, but at the time that discussion was held. the City was requiring 115 feet of right-of-way dedication for the Carroll Ditch. which was the only ditch included in the plans, and now that two ditches are planned. the City is still requiring the same amount of right-of-way dedication. lir. Urban expressed the opinion that the City is misinterpreting the requirements for the drainage ditch according to the Hester Plan and alleged that in 1968, when Country Club Estates was being developed, the Director of Public 'Works, Mr. Jack `Mel]aniei, interpreted the Mester Drainage Plan differently and the calculations for right-of-way requirements were not as great as the City is asking now. Mr. Urban also questioned why So much right-of-way is required even if a street is constructed adjacent to the ditch. Mr. Lontos explained that heavy equipment will be required to clean the ditch, and subdivision collector streets are not constructed in such a manner to allow for such heavy trucks and other equipment to be driven on them; therefore, the City staff is requesting the additional right-of-way to provide a berm wide te enough for the heavy equipment. City Manager Townsend aiso pointed out that massive erosion occurs on the ditches in a very short time, and there is a need for a 25 -foot berm far maintenance. Mr. Urban stated that he feels that 100 feet of right-of-way dedication would be adequate for the ditch. Mr. Lontos stated that if a street is constructed along the ditch. 11 feet on: tach side of the ditch would be deducted from the required right-of-way. Mir. Urban again expressed the e i :ia that the calculations made for the ditch requirements were in error. Mayor. Jones asked Mr. Urban to provide the Council with copies of his is in writing so that they will be able to study his opinions. He assured r Urban that the Council is very concerned about providing adequate drainage far 01.1 area ofthe City. Mr. Urban suggested that if there is some question about the calculations of the required right -of -fray that would be necessary for the ditches, the matter could be discussed with the local Society of Civil Engineers and the Texas Society of Civil Engineers to obtain other opinions about the ditches. 3 Mtnutes Regular Council Meeting llavee0er )h, 157.5 'q. 4.,• Also speaking in regard to this matter was Mr. Jeff Boudreau, who referred to the hearing conducted in August at which time it was recommended that only one ditch be constructed. He stated that at that time, it was his understanding that the second ditch would be recommended, thus reducing the need for so much right-of- way for the Carroll Ditch. Itr. Boudreau informed the Council that the developers - are very concerned about the amount of right-of-way required for dedication and urged the engineers to resolve this matter as soon as possible. Mr, _David &cove , T____nting Mr. Morris Lichtenstein. stated that his client awns -property lir tta arca. He stated that they thought that the 100 feet of right-of-way dedication was excessive, but in order to get started on their pro- ject, they agreed tothe100-foot dedication. Mr. Coover questioned why the. City is requiring an additional 15 feet of right-of-way now and pointed out that this - r i ents_a,,,1aege expanse of expensive land. He stated that he felt that it.is unnecessary to have sc touch right-of-way to be used just for maintenance of the ditch. Mr. Coover alleged that condemnation proceedings would be required for the City to acquire all of this right-of-way. He assured the Council that his client would be willing to dedicate the 100 feet but would object to the dedication of any additional land. Mr. Farrell D. Smith, another property owner in the area, stated that he ii in favor of the Wooldridge -Staples Drainage Outfall because he isconcerned that the proper drainage be included in the Master Plan but painted out that the land dedication recommended would be very expensive, and the poterita- Clio^se of the property&iild eventually have to pay for the developer's right-of-way dedication. He stated that he will also have a written statement prepared_ within _fie next - two_ueek$. City Manager Townsend noted that the majority of the land in the City is drained by pipe; open ditches -are not, as expensive.;.but it is possible to go to . a concrete structure or a pipe, with the City paying for part of such structures. and the developers paying for a portion of the cost. Mayor Jones suggested that this !natter be on the agenda again in two weeks. The Seaman's Center Is located in a portion of the Park and Recreation Department Building. The Seaman's Center and Art Community Center leases provide that the City Is responsible for roof and exterior building repair. The roofs leak badly. Their repair is included in the 1979-80 8udget7 c. A contract for printing 250 City Zoning Map Books be awarded to MESLON REPRODUCTION E. SUPPLY, Corpus Christi on the basis of only bid received of $6,000. Sid invitations were sent to seven possible suppliers. Price teerlsoe shows an increase of 96 since last printing in 1976. d. Plans and specifications for the Flour Bluff Gardens Sanitary Sewer Improvements be approved and bids be received en December 12, 1979. This project provides for gravity sanitary sewer service in June Drive, Selma Drive, Blossom Street and portions of Don Patricio Road and Amber Drive. Also included is a lift station in Blossom Street and a force maim in Waldron Road to approximately half mile north of the subdivision near Graham Road. This is a 1977 Bond Project supplemented by the 5th Year Community Development Program, City Manager Townsend urged the Council to approve the receipt of bids on this entire area rather than receiving alternates for the additional lots in the Subdivision that were not originally included in the project. Townsend also pointed out that there is a need to have transportation plans to the Convention Center from outlying hotels rather than just the hotels in the Bayfront -downtown area, but indicated that this subject will be discussed later. City Manager Townsend took exception to .'is. Retord's contention than the City has :elected th;s area end emphasized the fact that more than $3.5 million was spent for beach restoration; a new sanitary serer is being installed; and the City has done almost everything possible to encourage the use of the Beach. He agreed that the staff has not attempted to generate "people attractions" on the beach yet because they feel that the beach should be allowed to expand at a proper pace. Mr_ Townsend also stated that the City hes not tried to attract businesses ..to the beach itself until the restroass are completed. Mr. Chuck Shelby, member of the North Beach Improvement Association, stated that according to City Manager Townsend's remarks, the Corpus Christi Beach area Is befog depressed deliberately since the City is doing nothing to ecce rage building in that area. City Manager Townsend interjected that he did not feel that an expenditure of 55 trillion could be considered 'deliberately depressing an area."
