in regard to Item "a", Mayor Jones suggested that the possibility of repair-
ing broken glass in City vehicles be investigated to see if a savings could be
effected in the future. He explained that there is a new process for such repair
that might be feasible far use la City :e`eels_.
City Manager Townsend stated that he will have this possibility investigated
prior to the next purchase of replacement glass.
Council Member Zarsky referred to item "d" and inquired if it would be
possible to use City personnel to paint the water storage tanks.
City manager iownsend rep lad that _nnel had atrempted to paint
the water storage tanks in the past, and there were so many problems involved in
the painting, that he could not recemmeno such a method again. Ile statee that
the staff feels that if the specifications are changed somewhat, a more reasonable
bid will be obtained.
Couacii Member Turner expressed concern about the grossly inaccurate
estimates that are frequently made an contemplated work for the City.
City Manager Townsend explained that in this case, at the time the budget
was prepared, the estimate for this painting was realistic.
e. A grant application be submitted to the Texas Criminal Justice Division for
5-2,531 to purchase a replacement time recorder and reproducer for police communi-
cations. The grant will pay 75% of purchase and 100% of installation costs.
The local match is $744+ for a total cost of $3,275. The local match is included
in the 1979-80 Budget. The equipment is used to select a segment of the taped
recordings by time frame without replaying the entire tape.
f. The date for receipt of bids on the Oso Wastewater Treatment plant, Contract 3,
Lift Station No. 5 and Renovation of Country Club Lift Station with Connecting
Lines be changed from November 28 to December 5, 1979. The project will be
partially funded by a grant from the Environmental Protection Agency.

y A contrast be approved with the Boys' Club relating to the rehabilitation of
the roof of the Boys' Club facility on Greenwood Drive. The Fifth Year Commenity
Development Block Grant Program provides $50,000 for the work. The•City w31l
develop plans and specifications for the project, receive bids, and awerd and:
administer the construction contract. The plans and specifications will
require approval of both the City Council and Boys Club Board of Directors.
h. The Lincoln Terrace Storm Drainage Improvements be accepted and -final payment
of $15.748.89 for a total of $108,721 be made to B s B Builders. This t977
Bond project provided installation of approximately 2,800 feet of 15" do 24"
storm sewer. The contractor exceeded the allotted 60 -day working time by
31 days; however, due to minor change orders added during the project, and the
fact the contractor worked every day in which time was charged with a small
new, It is recommended that a 1B -day extension be granted, and that 15 days
liquidated damages at S100.00 per day be charged. Storm sewers mere installed
in !able, Alice; Edith, Doty, Alma, Jean and Lamont Streets and Marion Circle.

bid of $109,654.96 because it included a standard transmission instead of an
automatic AS specifted. The additional cost for the automatic transmission
would be $22,988.16_

City Manager Townsend referred to City Manager's ' Report listed as Item "n"
_„_which-recom ended a closed meeting to discuss personnel matters and stated that
this matter concerned an appointment of a Department Mead. Mr. Townsend referred
to a memorandum from City Attorney Bruce Aycock regarding the legality of whether
or not the City Council has the right to close a meeting for any reason. City
Manager Townsend stated that he did not feel that it would be fair -for -..him -to
recommend a person who is currently employed for appointment to a position with
the City during en open meeting because of the possible repercussions if an appli-.
cant is not approved by the Council. Mr. Townsend expressed the opinion that it
is permissible to hold closed meetings on personnel -or pending litigation, accord-
ing to the Mate law, and pointed out that the Council has been closing for such

tions for various businesses are stated that they pian to construct the high-rise
apartments in the trees in the •jjddle of the property so that the entire development
well blend well with the surrounding area. Mr. Greene summarized by indicating
that their plans are for residents to he able to live, work, shop and avail them-
se/yes of the reereatienal facilities that are also planned for the area_ He stated
that they feel that the sire of the tracts are large enough to allow for this exten='.

regard to the placement of this item on the agenda.
After further discussion, Council Member Best agreed that the question of
the site for the proposed aquarium should be a discussion item on December 5, 1979,
and it was the consensus of the Council that this should be listed as a discussion
item on the morning 'Workshop agenda.
Mayor Jones called for petitions or information from the audience on matters
not scheduled on the agenda.
Mir. Joe Holt', $29 Cape Lookout, addressed the Council aria staled --that t,:. -:F _...._
in favor of the Aquarium Association's request that other sites than the T -Head be
considered for the installation of the aquarium. Mr. Holt suggested, however, that
the sites to be considered be limited to the Bayfront Science Park and other doWn-
---" .; ations.__ He phasized that he hoped that the Council did not make a definite
decision on the location on December 5, stating that the Association Is willing to
work for the furtherance of the development of an aquarium if it can be self-

it was indicated that Corpus Christi Beach has an unsavory character and stated
that because- of these statements included in this report, permanent residents of
that area are considering the possibility of filing a lawsuit.
