Lontos verified that all companies that had submitted bids had also provided the required bid security bond. � - - Mayor Jones stated that the bias will be tabled for 48 hours, pursuant to y s the requirements of the City Charter, and referred to the staff for tabulation and' recommendation. Mayor Jones anno€nced the public hearing on the request of Pendaris Corpor- ation to amend the Master Transportation Plan so that FM 1889 will not extend through Wood River Subdivision Unit 2. City Manager Townsend explained that this public hearing is the result of _..an.dppeal from the action of the Planning Commission by the developers of this 'Wis.,- division. si€bdivision. He stated that the Platting. Ordinance ,.rovides that appeals may be made of the decision of the Planning Commission. Mr. Townsend noted that the developer has requested a hearing before the City Council, and item (a) of the appeal refers to the requirement that Wood River Drive curve to the east to intersect with FM 41385in ac_crd ntp-with-,the adopted Master Transportation Plan, He stated that: - since this portion involves a change in the Master Transportation Plan, the appeal is €n the form of a public hearing on this portion. - — 1 - Chief Planner Larry Wenger explained that the Master Transportation Plan :sem• :i.a 144eesettine collector street (Wood River Drive) should join. Chief.•Pianner Wenger informed the Council that the Master Transportation iilan'indicates that Wood River Drive should extend Out of this subdivision to nterseee with FM 1889 at Fll 624. Mr. Wenger stated that the staff feels that ,Ir;'&giaatdeaf of traffic will be generated in this area and a dangerous traffic situaticki`Could be created if the developer's proposed plans are approved. He reformed the Council that the Planning Commission granted the developer's appeal 'perta ning-A° sidewalks but both the Commission and the Staff feel that with the devetoper's`proposed-plans-for-streetsw signalization will be required at FM 624 -ansi91-1889,•and the two roads are too close to each other to make traffic signals at both'.intersectlons practical. _ City'Manager :Townsend further explained the staff's_ concern about granting the developer's-aopeal not to have Wood River Drive extend into FM 1889 because • they'feel that;.theresidents of the subdivision will need a traffic light in order_. >to• exit.'the•area onto .FM 1889. �__.._ _Chief:,Planner Wenger then displayed a proposed sketch showing asolution to the eroblem.'in. that_Fi1; 1809 -:could curve into Wood River Drive. He also pointed out that the developer cannot have the. main=entrance road=et FM- 1889. because they do not own both sides of the property adjacent=to that road. He stated further that they do not have any idea of the type ef'zon'ing that -will be in use on the other side of FM 1889, but they are rtliling to instail>'a T -intersection at this road in the future. _,=City'Manager Townsend stated that if the developer made a commitment to e a'<corinection between FM 1889 and Wood River Drive at some time in the future, 'sttiffwoutd no longer object. (6) Clarify the transition provisions of the August,1979 amendments to the Compensation Plan. Council Member Turner inquired about item (2) and asked about the method of (3) (4) (5) evaluation. Cityliar+eger Townsend provided ar copy of the City's evaluation form and.-..:. - explained that It is used to evaluate all employees who are under C€vii Service,._. -. but that employees'who are not under Civil Service may or may not be evaluated by this form. - Council Member Turner expressed the opinion that e standard rating form should be used for everyone. City Manager Townsend agreed with their opinions but stated that the forms used by the City are possibly the best that can be devised. Hr. City Manager Townsend stated that he feels that it is inconceivable that an insurance company would prefer untreated wooden -shingled roofs if this is an unsafe -material. Mayor Jones called for comments from the audience on this subject. _ . Mr. Gordon Horst, speaking on behalf of the independent Insurance Agents of Corpus Christi, stated that they strongly endorse the proposal to require treated wooden shingles on all new construction but they are in opposition to Section 101, Subsection 101.4, Paragraph F, which, if strictly interpreted, would require complete replacement of existing wood shingle roofs, if damaged 25%, with a roof that complies meth the new code.
