Mayor Luther Jones called the meeting to order in the Council Chambers of
City Hail.
The invocation was given by the Reverend Joe E. Brumbetow of the West.
Helybts Baptist Church.
City Secretary Bili G. Read called the roll of required Charter Officers
and verified that the necessary quorum was present to conduct a legally consti-
tuted meeting.
Mayor Jones announced the issuance of the following proclamations:
"TOWN SOCCER MONTH" - January, 1980; and "NATIONAL VOLUNTEER BLOOD DONOR MONTH" -
January, 1980_
MayorJones called for consideration of appointments to Boards and Com-
missions and briefly reviewed the appointments discussed during the morning
Workshop Meeting. He noted that Mr. Joe Fulton, who was considered for the
Mechanical Advisory. Board, is presently serving on the Building Code Board of
AppealS and suggested that this appointment not be evade.
The City Council concurred with this suggestion.

Reroofing the Boys Club building. including repair of the roof over tfie gymnasium
and, on the rema-inder, removal of all gravel and reapplication of hot steep asphalt,

.A.. Bibs be received on Tuesday, January 29, 1980 for Ashland Drive Sidewalk
improvements. This is a small project -to remove and replace approximately
600 feet of sidewalk on the west side of Ashland Drive between' GolTihar.and •
Collingswood, which has settled because of a Cit:{ ut i i i ter line beneath the
sidewalk. Property owner participation will be involved in reconstructing
driveways to grade with the sidewalk. it is suggested that the abutting
owner pay for remora) of the existing driveway and tie City pay for its
replacement,
e. ,1n agreement with W.B. C. Holdings, inc., for construction of a bridge
across. the nary Cerreaii ditch between Wooldridge Creek .Unit T and Wooldridge
Creek Unit IV be approved and $15,190.18 be appropriated for the City's
share of the cost. The Platting Ordinance provides that the City will pay
the- cost isf.drainage channel crossings in excess of the crossing needed fcr
a channel bottom width of 15 feet. _
City Manager Townseve noted that Chief Ralph Rogers.of the fire Department
lad arrived in the Council Chambers to answer questions in regard to item "b" which
recam era's bid receipt for five replacement pumper trucks and a replacement combi-
nation 160 foot aerial ladder and pumper frrr the Fire Department.
Chief Rogers explained that the City has three diesel powered trucks; the
starting time for these tracks Is very rapid; and also informed the Council that
the new 101—Foot aerial ladder will reach the lath floor of buildings in some
instances, bet this .s dependant cs.-s the angle at which tie truck ;rust be parked.

heels to perform a structural analysis on La iietaeaa Public Library. This
firm palavered the original structural evaluation of the library when It
was converted fame the City Halt to a ilbrary in the early 1950's. The. firm
indicates that, If authorized, they can complete their analysis within two
months=
City Manager Townsend stated that thio recommendation Is made because the
.naval procedure is to have tha people who design the facility analyze the faci-
lity. Me info med the Couneil that the staff is concerned with obtaining at) of
the facts regatdiine the ronzittioo of the library. He stated that the fee for this
study is based en $45 per fir; the staff ie not sure abort the total cost but a

Mayor Jones stated that he had talked to Mr. Ray Petersen cn the day the

also informed Mr. Diaz that another meeting with the property owners affected will

tact Mr. Brown; he was aware of the proposed recommendation -in regard to McArdle
Road; and noted that it is very difficult to contact everyone about items on the
agenda,

in the newspaper indiicatine that the ii rteage lean program being considered by the
Corpus Christi Housing finance Corporation would specify that only 25% of the. funds
available will be designated for new construction loans.
City Manager Towoeend stated that be did not think that this Was the Board
