Mayor Jones welcomed the citizens to the meeting and introduced the members of the City Council who were present and the City staff. City Secretory Bill G. Read verified that the necessary quorum was present to conduct a legally constituted meeting. City manager R. Niagara; Serita„ and Cleo Streets, from Baldwin Boulevard to South Port Avenue; 2. S000re Street, from South Port Avenue to David Street; 3. McDaniel Street, !rem Sarita Street to David Street: and S. Mr. Lantos stated that the project includes new water lines, as well as improvements to the streets, curbs, gutters and sidewalks. He noted that sidewalks currently exiet both sidee of Niagara Street but the staff recommends replace- ment of some of the sidewalks; however, if some of the sidewalks arc in ,- condition, a credit will be allowed for those property owners. Mr. Lentos continued his presentation by informing the Council that the low bid of S821,.493.55 was submitted by APCCD; the total preliminary assessments will be $148,.1154.78; and the City's portion of the project is $672,634.77. He also explained the assessments that will be charged the property owners for varioustypes of property, which is based on the kind of zoning that Is In effect, noting that $.75 per square foot Is the maximum charge for sidewalks. He also explained 014 the property owners will be allowed five years at an interest rate of 52 to pay for their assessments, and in hardship cases, even a longer period of time will be allowed. City Attorney Aycock called as his next witness, Mr. William J. Holly.- who testified that he was a licensed Real Estate Broker in the City of Corpus Christi; that he is knowledgeable about real estate values in this City; and that he is quit* familiar with this particular Broadmoor Park area and with each and every ;areal of property affected by the street improvement project, fir. Council !ember 7arskY explained to Mr. Suarez that the City has a tele- vision camera with which serer lines can be examined without necessitating tearing up streets to discover breaks and portions that might be blocked. Mrs. Alice Y. Garr*, 2830 Sarlta, who owns property listed as item No. 89, questlona the driveway price on her property. Mr. Writes explained that compared to the cost for sidewalks, the drive. away costs might Sam to be :measly* but are actually much less than they would be if co.atru ted by s privets contractor at the property owner's request. Niagara Street, the driveways extend to the. sidewalks. City Manager Townsend, voting that sidewalks already exist on Wagers Street and it is possible that some of the property owners will be granted a credit for existing sidewalks. suggested that any residents who live an Niagara Street submit their names, and if they are entitled to a reduction because of existing sidewalks, a report will be provided the Council next week. Mr. Eliseo C. Guerrero, 27k6 Serita 5trnet, Items No. 81 and 166, asked about the total charge for his assessments in the amount of $1,300.95. Mr. Marion Brown, Voluntary Paving Coordinator, explained to Mr, Guerrero that his proper.tFj la a corner lot; the driveway for this property Is 19 feet wide for en assessment charge of $526.69; and assured Mr. Guerrero that li he decides e smaller driveway would be satisfactory, then his assessment could be reduced accordingly. Mr. Guerrero stated that he really does need a driveway of that width. Mr. Gloria Candelaria, 2713 Sarite Street, Item No. 103, stated that aaveral years ago, his driveway was torn up by the City and was never. replaced. Mayor Jones inquired as to whether or not Mr. Candelaria knew why the driveway was torn rap, and Mr. Candelaria indicated that he did not know, Mr. Lantos explained that the driveway at this property was a concrete driveway that extended beyond the property sine and into the r.t9ht-of-way. He . stated that it mould have been torn up by the City in order to replace a water .line. City Manager Townsend expressed the opinion that If it was a proper drive -- way and the City .dld, In fact, destroy it, It should have been replaced. He essured Ar.
