Mayor Pro Tam Sample stated that the purpose of this Special Council Meeting was to onduct a public hearing on the City's proposed one-way clrculaticn plan on Surfside and North Shoreline Boulevards an Corpus Christi Beach. Re then called on Mra Ernest Briones. Director of Planning and Urban Development, to ex- plain the proposed plan. Mr. Briones displayed a map and located North Shoreline Boulevard on which there is a plan far one-way traffic. He noted that the proposed plan would ld change some of the parking patterns since there is presently head -in parking on both sides of that street. He explained that the new plan would provide for 5af t 3:41-=.E parallel parking oriented toward the breakwater. Mr. Briones stated that the two lanes of moving traffic would provide a safe arrangement for the flow of traffic, particularly in regard to the parallel parking. i zy Mayor Luther Jones, City (tanager R. Lontos, Director of Engineering and Physical Development, also referred to the map of North Shoreline Boulevard, mentioned the drainage improve- ments in the area and stated that North Shoreline Boulevard would be flood eleva- tion 3. Ne explained the planned construction and pointed out that there would r=y'; be protected head -in parking in certain areas of the street it there is an island t constructed that would serve to protect vehicles exiting a parking space. He. Lantos also stated that there would be new curbs, gutters and sidewalks included3>>� in the street project. Kra continued his explanation by stating that the City Staff feels that the 3 -foot elevation would provide adequate drainage for the adjacent property to drain to the street and assured the Coeec"ri that these street Improvements will not cause any flooding of private property. Re unidentifed eentleman in the audience inquired as to the elevation of the street on the south end. Mayor .tones inquired about the cost of the project and the source of the funds. T l Mr. Lantos stated hat the cost will be approximately tPP Y $300,00D; the funds eei eee were included In the 1977 hoed program; and there will be some assessments where improvements are made. Mayor Jones asked for a show of hands of the number of e people who are in favor of the city plan for this street. Approximately fifteen people indicated theirxs4 approval and four Indicated their appasit€on. Hrs. Marguerite Plenums, 2825 North Shoreline, stated that she owns the Royal Palms Motel, which is located at Breakwater and Shoreline, and informed the Council_' that every time it rains her property floods. She then inquired if the improve- ments to the street would make her situation worse or would it be improved. Mr. Lantos answered her question by explaining that es far as the elevation is w Sac concerned, the City will tie Breakwater into an existing elevation of three feet; there are two storm sewers and inlets that will be installed; and assured her that {. ° z �•. the staff was of the opinion that these installations will help the loading site- ation. aF City Manager Townsend did point out, however, that if the tide is up two feet � � s and the elevation ofra ert is P P y two feet, there Is really nothing that can be done to prevent flooding. .y MiC hes Spe.Ceal Ceuncll Mcetieg 40e 9, WO Page: T Mr. Looses further explained that this porton of the street is 3.4 elevation, and if her property elevation is three feer, this prejest would include extensions into the intersection from her property and there will be catch bestow instatlea a: part of the project which should help the water drain freta her property. Mr_ Calvin Caritbers inquired if there would be a probit according to this plan if truck traffic that ordinarily exits off eavigation Boulevard to Surfside is made one -ray. City Manager Townsend explained that the improvements to North Shore- llneBouieva_rd..can be effected without the one-way traffic designation an Surfside and noted that the Council Is here today to consider Shoreline Boule- vard only. Mother unidentified gentleman asked about the property owned by the City at Canal and Surfside and inquired if it would be designed for recreational purposes. City Manager Townsend explained there are no plans for any additional Walk access to the beach at ail and the designation of this area for recrea- tional purposes has not been considered. The same gentleman expressed the opinion that if the City makes North Shoreline Boulevard one-way, then he felt that Surfside should also be one-way in order to provide better circulation. Mr. Eugene Clough expressed the opinion that there may be a problem when vehicles exit off the high bridge; particularly at the iocation_of the County Store. Mr. Briones agreed further modification would have to be made to address this problem. tars. Piemons spoke again and expressed her opposition to designat- - ins Horth Shoreline Boulevard ane -way because she feels that if it is, the traffic will be doubled. ir. Brienes pointed out that if Shoreline is improved, it well be safer. Another unidentified gentleman inquired if the plans include an esplanade in the middle of the street. . Hr. fSrinnes ezplaiced that the street plans would have to be redesigned, but according to these pians Surfside could be either one-way or two-wey. Mr. Clough stated that he felt the tityshouid get started es soon as possible since bonds were originally voted in 1970 to :mprave limon boulevard. H_ suggest- ed that this street be improved in conjunction with the Shoreline Boulevard pro- ject. City Manager Townsend explained that only $30,000 was designated for improve- ments to Tieeon Boulevard, which is inadequate far full reeonstructian of that street. He agreed ti cat there was a need to improve Timon Boulevard and possibly it should have higher priority than improvements to Shoreline Boulevard. An unidentified gentleman in the audience inquired if any streets between Shore- line Boulevard and Surfside would be closed. City Manager Townsend replied that if the property owners desired, the streets could be turned into walkways rather than streets. Mayor Jones reminded the audience that the issue before them was whether or not they want Shoreline Boulevard improved, and if so, if they preferred that it be accomplished according to this plan. A gentleman in the audience inquired if property owners would be assessed for the street improvements. City Manager Townsend explained that there w7:1 be assessments but possibly there alit he credit given for existing improvements. Mr. Lontos confirmed this. City Manager Townsend stated that the citizens need to decide whether or not they want the -My -to -proceed -with this project; -bids will be take:., peel-teeneey-- assessments will be determined according to the bid price; and a public hearing on the preliminary assessments will he conducted following that. Mr. Townsend also explained that there are no funds available at this time for improvements to Surfside Boulevard but only for improvements to North Shoreline Boulevard. Be stated that other than maintenance, Any improvements to Surfside would have to be considered in a future bond election. Mayor Jones asked for a show of hands of those citizens who approve this plan for the improvement to Horth Shoreline Boulevard, and nearly everyone present in- dicated their concurrence. Motion by Diaz that the City Council approve the Staff's plan as proposed: sided by lest, and passed unanimously. In a discussion of other netters, a gentleman suggested that Cleo proposed aquarium be located an Corpus Christi Beach. A lady in the audience inquired about the pian for restroom facilities for Corpus Christi Beach. Mayor darns stag that the Council also has been concerned about this. Mr. Lentos stated that the staff has developed plans for two rests-me facility locations, and those plans will be presented to the Council within the next sixty days. Mayor Jones informed the audience that the Council instructed —size staff to install skid-n-cans on the beach immediately, and City Manager Townsend stated that six skid-o-cans have already been provided for Corpus Christi Beach. There being no further business to come before the Council during the Special Council Meeting, on motion by Sample, seconded by Zaraky, and passed unanimously, the meeting was adjourned at 6:50 p.m., July 9, 1980.
