Read Mayor Luther Jones called the meeting to order In the Council Chamber of City Mall and seated that the purpose of the "special Meeting was to conduct pub- lic hearings on three zoning applications.' City Secretory Bill G. Read verified that the necessary quorum of the Council end the required Charter Officers were present to conduct a legally con- stituted meeting. City Manager R. Marvin Townsend announced the public hearing on Application No. 1180-I, international Bank of Corpus Christi, for a change of zoning from "A-1" Apartment se District to "8-4" General Business District on Tract 1, and from "A-1" Apartment House District to "B-1" Neighborhood Business District on Tract 2, both tracts described as Tract 1 being a 0.733= acre tract of land out of Let 12, Forest Park Addition Unit 2, and all of Lots 1 and 2, Block 2. Barthlome Addition; Tract 2 being a 1.9052 acre tract of land out of Lot 12, Forest Park Addition Unit 2, both tracts Located on the north side of Buffalo Street, east of Nuaces Bay Boulevard. City Manager Townsend informed the Council that the Planning :,,;,;=isslon recommends denial except for a 68 -foot wide strip on Tract 1 adjacent to and parallel with Nueces Bay Boulevard. and In :feu tnereof that the remainder of Tract I be zoned "8-1" Neighbor d Business District, and that "B -t" Neighborh:.<. He stated that the Planning Staff recom- mends dental en the basis that banking facilities are permitted In "8-1"; the General Business Distract boundaries have been estabilshed in this area with appro- priate use of transitional tones and they reco-raend "8-1" zoning be granted on both tracts. Mr. Townsend further noted that In response to the notices of the public hearing, six in favor and none in opposition had been returned. No one spoke in regard to this application. Motion by 2arsky that the hearing be closed. seconded by Turner and passed unanimously. Motion by Dunphy that the Council concur with the recommendation of the Planning Commission and deny the request for "8-4" zoning except for the 60 -foot strip on Tract 1 adjacent to and parallel with Nueces Day Boulevard; seconded by Pest; and passel unanimously. * * * * * * * * a • * * * e * e e * x e e * * * * t * * * * * * : * * City Manager Townsend announced the public hearing on Application No. 1084-2. Mr. David E. May. for a change of zoning from "R-18" One -family Dwelling District to "P-1" neighborhood Business District on Lot 5. Block 6, Koolside Addition, located on the west side of Airline Road approximately 300 feet north of Plmbrough Drive. Mr. Twnsend noted that both the Planning Commission and the Planning Staff recommend denial because no business zoning has bean granted between Colllhar Road and 1Clmbrough Drive along Airline Road except at the Gollihar intersection, and the staff is of the opinion that this would be soot zoning and would encourage the commercial stripping of Airline Road, creating further traffic congestion. Chief Planner Wenger located the area on the zoning and land use map, des- cribed the land use In the surrounding arta, showed slides of the area and stated that the applicant pians to erecr a lubrication center at this location. Mayor lanes invited the applicant to speak at this time. Mr. David E. May pointed out that many businesses are located on this portion of Airline and displayed a number of photographs of the types of businesses that are in operation. Including some that would ordinarily be located In "I-2" zoning. Mayor Jones expressed opposition to this change of zoning because if the Council continues to grant business zoning In this area. It will Infringe an the residential areas. Council Member Dumphy stated that he thought these streets should In exarined and the proper zoning approved. Me referred to an article in "Rational Cities Weekly" which discounts the theory that zoning usage cannot be mixed in a clty. Council Member Zarsky agreed that Airline Road is no longer suitable for residential property. Motion by Sample that the Council approve the toning of "8-1" on Applica- Von No. 1080-2; seconded by Diaz. Council Member Gest stated that he would like to amend Mayor Pro Tem Sample's motion to deny the "11-1" zoning but in lieu thereof approve a Special Permit, subject to the submission of an acceptable site Oar. For the specified use. Mayor Pro Tem Sample accepted the amendment to his motion. Mayor Jones called for the vote on the motion to approve a Special Permit and It passed by the following vote: Sample, Best, Diaz. Gene Branscome, for a change of zoning from "A-2" Apartment Nouse District with a Special Permit and "R-2" Multiple Dwelling District with a Special Permit to "AB" Professional Office District on a .6.669+ acre tract of land out of Lots 3 and 4, Oso Farm Tractslocated on the south side of Corona Driveeast of Flynn Parkway. Chief Planner Wenger ionated the area on the zoning and land use map, des- cribed the land use in the surrounding arca, showed slides of the area, and stated that the applicant plans the construction of a two-story cffice building. Mr. Gordon Landreth, representing the applicant, informed the Council that Mr. Branscome has mored the site of the proposed building further away from the residential area, and they plan to install the required Vow level lighting, No one else spoke in regard to this application. Hotton by Zarsky that the hearing be closed, seconded by Diaz and passed unanimously.
