Mayor Luther JDA.led the meeting to ord.r in the Council Chamber of
City Hall and stated chat the matters to be considhred during the Special Council
Meeting were four zoning applications.
City Manager R. Mervin Townsend announced the public hearing on Application
No. 1080-8, Candy Stick Corporation, far a change of zoning from "F -R" Farm -Rural
District to .R-111" One -family Dwelling District on a 9.92± acre tract of land out
of Gregorio Faras Grant State Abstract No. 592, located approximately 200east
of Callicoatte Road, south of Mountain View Drive.
City Manager Townsend stated that both the Planning Commission and the
Planning Staff recommend anProvAl.
Msyor Jones ascertained that no one wished to speak In regard to this
zoning application.
Motion by Beat that the hearing be clesed, seconded by Dunphy and passed
unanimously.
Motion by Oast that the Council concur with the reccmmandation of the
Planning Commission and the Planning Staff and ;rant the zoning of "R-10" on
Application Ho. 100D -d; seconded oy Turner; and passad unantmously.

Hr. Townsend announced the public hearing on Applicatton No. 1080-9, City
of Corpus Christi and Mr. Tim Clower, Trustee, for a change of zoning from .1-2"
Light Industrial District to "R-19" One-faolly Dwelling O-ftt on Tract A. and
from "1-2" Light Industrial District and "A-1" Aaartment Mouse District to "R -I8"
One -family Dwelling District nn Tracts a and C, Tract A av1n9 0.4782' Tract 9
being 0.6601: acre, and Tract C befog 6.75.t acres (Los Encinos Park), all tracts
Out of Lot 8, SeCtion 7, Bohemian Colony Lands, located on the east side of
Greenwood OriVe south of malty Road.

Motion by Diaz that the Council concur with the recommendation of the
Planning sion and grant the zoning of "a -la" on Application No. 10B0-5,
seco by Turner and passed unanimously.

City Manager Townsend announced :he public hearing on Application No.
1080-10. jr. Rawl /Unclose. For a change of zoning from "R -I'" One -family l-
ing District to "AB" Professional Office District on the southwest 25' of Lot 22
and the northeast 50of Lot 23. aloek e, Lexington Estates, located on the west
side of Carroll Lane approximately 300' north of South Padre Island Drive.
Mr. Townsend noted that one Nanning Commission recommends denial, os does
the Planning Staff, and in response to the notices of the public hearing, five th
favor and nem in opposition had been returned. He then requested that Chief
Planner Larry r summarize the case.
Chief Planner Wenger located the are on the zoning and land use map, des-
cribed the land use in the surrounding area, showed slides of the area, and stated
that the planned use of thetract is far a fence company.
Since the recommendation is for denial, Mayor Jones called on the applicant
to speak first.
Mr. Raul Mintsjosaone of toe owners of the fence c any, explained that
he wants to have his office located et this: address because it has been so adver-
tised in the telephone directory; ;hey do not store any materials there; they have
no traffic created by their ausiness because they subcontract all of their work;
and :he only visible signs that a cutiness is incated there are that several sales -
n work out of this building. Mr. iiinojosa infermed the Council that he resides
in the house et this location and pointed out that other business uses are located

not allowed in "AH" zoning.
Mr. litisjosa explained that he employ., subcontractors tcs do all of the work;
all of his materials are shipped directly to the work Site; he has no equipment at
this address; and there are never any trucks parked on his property.

unanimously.

the south tide of Clenoak Drive. approximately 720west of Held Drive.

City Manager Townsend stated that tne Planning Commission recomends
approval and the Nanning Staff receeseends the "R -Z" zoning be granted for that
portion closer to the mAjer street along the rineth but the portion that Intrudes
into the residential area ott the south should remain 'R-15". Nr. Townsend also
Informed the Council that in response tc rhe notices af the public hearing. one
in opposltien and none in favor ha.: been returned.
Chief Planner Wenger located the area on the zoning and land use map. des-
cribed the land use in the surrounding area. showed slides of the area, and stated
that the cwner plans the devetopent of townhouses at this location. He explained
the staff recommendation and pointed nut the snea adjacent to Gienoek Drive on
which they recormend tonirn. Mr. tfens,Jr 1,tated that the reason for this is
that the south poetics of the 51JjeCt tract estends Into two areas of s,ngle-family
residential subdivisions.
Council Member Turner asked about tne drainage and sewer service in that
area, and hr. Stenger replied that there Lre nn problems associated with drainage.
Mayor Pro Tem Sample noted chat the te,rnhceses would only be constructed
facing residences an one side.
Mr. Wenger reiterated that the staff feta that the mulri-femily dWellIngs
