PRESENT: Mayor Luther Jones Mayor Pro Tem Betty N. Turner Council Members: Jack K. Dumphy Bob Gulley Herbert Hawkins, Jr. Dr. Charles Kennedy Cliff Zarsky City Manager Marvin Townsend City Attorney Bruce Aycock City Secretary Bill G. Read Mayor Luther Jones called the meeting to order in the Council Chambers of City Hall. City Secretary Bill G. Read verified that the necessary quorum of the Council and the required Charter Officers were present to conduct a legally constituted meeting. City Manager Marvin Townsend announced the public hearing on Application No. 881-2, Mr. Greg Voisin, Trustee, for a change of zoning from "F -R" Farm Rural District to "R -1B" One -Family Dwelling District on 140.92 acres located approximately 1,266' east of Rodd Field Road between Wooldridge Road and the westerly extension of the City Limit line along Cayo Del Oso, Lots' 19, 25, 26, 27, 28, 29 and 30, Section 27, Flour Bluff and Encinal Farm and Garden Tracts. City Manager Townsend informed the Council that both the Planning Commission and Planning Staff recommend approval and that in response to the notices of the public hearing, four in favor and none in opposition had been returned. Mayor Jones ascertained that no one wished to speak on this zoning application. Chief Planner Larry Wenger located the area on the zoning and land use map, described the land use in the surrounding area, showed slides of the area and stated that the applicant plans a residential subdivision development on this tract of land. Motion by Zarsky that the Council concur with the recommendation of the Planning Commission and grant the zoning of "R -1B" on Application No. 881-2; seconded by Turner; and passed unanimously. City Manager Townsend announced the public hearing on Application No. 881-5, La Joya Company, for a change of zoning from "A-1" Apartment House District and "I-2" Light Industrial District to "R -1B" One -family Dwelling District being 18.773 acres out of Lot 8, Section 7, Bohemian Colony Lands, located south of Holly Road, approximately 565' east of Greenwood Drive. City Manager Townsend stated that both the Planning Commission and the Planning Staff recommend approval and that in response to the notices of the Public Hearing, one in favor and none in opposition had been returned. Chief Planner Wenger located the area on the zoning and land use map, described the land use in the surrounding area, showed slides of the area, and stated that the owner plans the development of a residential subdivision on this tract. No one spoke in regard to this zoning case. Motion by Turner that the hearing be closed; seconded by Zarsky; and passed unanimously. Motion by Zarsky that the Council concur with the recommendation of the Planning Commission and grant the zoning of "R -1B" on Application No. 881-5; seconded by Turner; and passed unanimously. City Secretary Read informed the Council that the ordinances granting the foregoing zoning were before him. He called for the vote on the ordinances and the following were passed: ORDINANCE NO. 16514: AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI, ADOPTED ON THE 27TH DAY OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ, OF THE ORDINANCE AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME AND PARTICULARLY AS `inutes pedal Council Meeting September 2, 1981 Page 3 AMENDED BY ORDINANCE NO. 6101, AS AMENDED, UPON APPLICATION OF GREG VOISIN, TRUSTEE, BY AMENDING THE ZONING MAP BY CHANGING THE ZONING ON LOTS 19, 25, 26, 27, 28, 29 and 30, SECTION 27, FLOUR BLUFF AND ENCINAL FARM AND GARDEN TRACTS, SITUATED IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS, FROM "F -R" FARM -RURAL DISTRICT TO "R -1B" ONE -FAMILY DWELLING DISTRICT: KEEPING IN EFFECT ALL OTHER PROVISIONS OF THE EXISTING ORDINANCE AS AMENDED; REPEALING ALL ORDINANCES ]N CONFLICT HEREWITH; AND DECLARING AN EMERGENCY. The Charter Rule was suspended and the foregoing ordinance passed by the following vote: Jones, Turner, Dumphy, Gulley, Hawkins, Kennedy and Zarsky voting, "Aye". ORDINANCE NO. 16515: AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI, ADOPTED ON THE 27TH DAY OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ, OF THE ORDINANCE AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME AND PARTICULARLY AS AMENDED BY ORDINANCE NO. 6106, AS AMENDED, UPON APPLICATION OF LA JOYA COMPANY BY AMENDING THE ZONING MAP BY CHANGING THE ZONING ON A PORTION OF LOT 8, SECTION 7, BOHEMIAN COLONY LANDS SITUATED IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS, FROM "A-1 APARTMENT HOUSE DISTRICT AND "I-2" LIGHT INDUSTRIAL DISTRICT: KEEPING IN EFFECT ALL OTHER PROVISIONS OF THE EXISTING ORDINANCE AS AMENDED: REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY. The Charter Rule was suspended and the foregoing ordinance passed by the following vote: Jones, Turner, Dumphy, Gulley, Hawkins, Kennedy and Zarsky voting, "Aye". There being no further business to come before the Council, on motion by Turner, seconded by Dumphy, and passed unanimously, the Special Council Meeting was adjourned at 3:40 p.m., September 2, 1981.
