City Manager Townsend explained that this zoning application was initiated by the City as a result of an assessment hearing that was conducted on May 21, 1981 at which time seventeen property owners indicated they wanted a change of zoning in order to have their assessments reduced. He pointed out that although there were a number of negative responses, it is not clear whether the property owners are sure just how their property would be affected by a change of zoning. Chief Planner Wenger located the area on the zoning and land use map, described the land use in the surrounding area and showed slides of the area. City Manager Townsend displayed a map indicating the location of the property whose owners object to the change of zoning and pointed out that only seven of them are actually in the area proposed to be changed to "R -1B". Motion by Turner that this application be tabled until the staff has had an opportunity to contact the seven people indicating opposition who are inside the area to be rezoned to ascertain whether or not they are aware of the implications of the proposed change of zoning. The motion was seconded by Hawkins and passed unanimously. * * * * * * * * * * * * City Secretary Read stated that he had the ordinance pertaining to the . James H.
