PRESENT: Mayor Luther Jones Mayor Pro Tem Betty N. Turner Council Members: Jack K. Dumphy Bob Gulley Herbert L. Hawkins, Jr. Dr. Charles W. Kennedy Cliff Zarsky City Manager Marvin Townsend City Attorney J. Bruce Aycock City Secretary Bill G. Read . Oa, Mayor Luther Jones called the meeting to order in the Council Chamber of City Hall. City Secretary Bill G. Read verified that the necessary quorum was present to conduct a legally constituted meeting. Motion by Gulley that the resignation of City Manager Townsend be accepted as of two weeks, or September 30, 1981, with continued employment in his prior position as Assistant City Manager on vacation until the vacation expires, except for a work period or work periods in 1982 as required by the City Council; seconded by Kennedy. City Manager Townsend interjected that he would like to clarify the date to state "as of close of business on September 30, 1981" so that there is no misunderstanding about that. Council Member Gulley accepted this clarification to his motion and Council Member Kennedy concurred. The motion passed by the following vote: Turner, Dumphy, Gulley, Hawkins, and Kennedy voting, "Aye"; Jones and Zarsky voting, "No". ********* Council Member Kennedy asked City Manager Townsend about the change order for Captain Clark's boat slip. MkC JO LMED SEPI!it84 Minutes Special Council Meeting September 16, 1981 Page 2 Assistant City Manager Lontos stated that his staff estimated the change order to be $34,000 to $35,000 but the contractor has agreed to do the work for $43,000. He stated that the staff has contacted Goldston Company to see if they can do the work for less money and he will have a recommendation for the Council next week, including the source of the funding. Mayor Pro Tem Turner stated that she has received telephone calls about the possibility of Schatzel and Chaparral Streets being inaccessible to the public because of construction there during the months of November and December. Assistant City Manager Lontos explained that according to the contract, traffic must be allowed to go through both streets during the entire period of the construction. City Manager Townsend noted that the Chamber of Commerce and people in the downtown area were very enthusiastic about this project, but the staff warned the merchants that the construction would require two years and would be very inconvenient for them. Mr. Lontos stated that he has asked for a progress report from the contractor and a timetable as to where on the project he expects to be during the months of November and December. He further stated that the contractor cannot work on more than two streets at a time and the contract provides also that one lane of traffic must be open at all times. He agreed that this is very inconvenient for the contractor but the traffic can move through those streets at all times during working hours. Mayor Jones suggested that this be explained in detail to the Downtown Business Association and asked that Mr. Phillip Hall be contacted, by a staff member to explain this to the group. City Manager Townsend suggested that an estimate be made of the cost of having the contractor move out of the area during the Christimas shopping season and back in, and possibly the merchants would be willing to pay this cost. - Council Member Dumphy noted that the Council needed to know how to hire a new City Manager and suggested that the matter be discussed with the possibility of considering a search by a National concern. Mayor Jones indicated that he would contact the Texas Municipal League to see if there are any firms that handle this type of situation. 'utes fetal Council Meeting _eptember 16, 1981 Page 3 Council Member Dumphy inquired of the Mayor if he had the time to be the person to arrange for this. Council Member Kennedy expressed the opinion that the Council should move on this as soon as possible and inquired if there is a consensus among the Council that a national firm should be employed. City Manager Townsend informed the Council that the firm of Korn -Ferry worked on the Dallas City Manager opening and the Charlotte, No. Carolina City Manager's position. He also informed the Council that Peat, Marwick and Mitchell is a good firm that performs this type of service. He stated that the usual procedure is to contact a firm which will then send a representative to discuss this with the Council and explain their procedure for contacting potential applicants for the position. Council Member Dumphy suggested that Mayor Jones and Mayor Pro Tem Turner start contacting the firms that City Manager Townsend recommended, particularly, Korn -Ferry, to ask for a representative to be sent to this City. Mayor Pro Tem Turner agreed that she could meet with Mayor Jones at 9:30 a.m., September 17. ********** There being no further business to come before the Council during this Special Council Meeting, on motion by Turner, seconded by Hawkins, and passed unanimously, the meeting was adjourned at 7:30 p.m., September 16, 1981.
