HomeMy WebLinkAboutMinutes City Council - 02/07/1983 - Special ReconvenedMINUTES CITY OF CORPUS CHRISTI, TEXAS RECONVENED SPECIAL COUNCIL MEETING OF FEBRUARY 7, 1983 FEBRUARY 15, 1983 ROOM 225 - BAYFRONT PLAZA CONVENTION CENTER 6:30 p.m. This reconvened meeting was called to order at 6:57 p.m. by Mayor Luther Jones. Roll call was accomplished by introductions. Plaintiffs and representatives of the Plaintiffs, Defendants and representatives of the Defendants: PLAINTIFFS DEFENDANTS Jesus C. Lopez Paul D. Rich Juan P. Gonzalez Carmen P. Flores P. Jimenez Frank R. Mendez Agnes Horn Irma Torres Vicki Garza Jeanel Jaimes David Salinas Jose Garza Jesus Leija M. R. Zepeda J. Bruce Aycock Richard A. Hall Cliff Zarsky Bob Gulley Betty Turner Jack Dumphy Bud Kennedy Herbert L. Hawkins Edward Martin Ernest M. Briones Luther Jones Bill G. Read City Secretary Read verified that the necessary quorum of the Council and the required Charter Officers were present to conduct a legally constituted meeting. Mayor Jones stated that the purpose of this meeting was the consideration of the federal court ruling of the election method lawsuit. He explained to those present that the Council had previously met in closed session that evening to discuss their proposals and were now prepared to meet with the Plaintiffs in closed session to negotiate a compromise in the method of electing Council Members in the City of Corpus Christi. Agreement was indicated by consent. A motion was made by Council Member Gulley, seconded by Mayor Pro Tem Turner that the Council go into closed session with the Plaintiffs under Article 6252-17 of the Open Meetings Law for the purpose of discussion pending litigation. The motion passed unanimously and the Mayor invited the press and audience to leave the room, following which the Council and staff along with the Plaintiffs and their staff convened in closed session at 7:03. The meeting was reconvened at 11:50 p.m. and the Mayor announced that the Plaintiffs and the Council had agreed on a compromise plan and would make a formal announcement Wednesday morning at 9:00 a.m. during the workshop session of the City Council in the Council Chambers at City Hall and neither the Plaintiffs nor the Defendants would make any further statements as a result of this meeting at this time. There being no further business to come before the Council, upon motion duly made and seconded, this meeting was recessed at 11:57 p.m. M1CROFILMW W19184
