Turner Council Members Jack K. Dumphy Bob Gulley Herbert Hawkins Dr. Charles W. Kennedy Cliff Zarsky City Manager Edward Martin City Attorney J. Bruce Aycock City Secretary Bill G. Read Mayor Luther Jones reconvened the Special Council Meeting of February 7, 1983 in Room 225 of the Bayfront Plaza Convention Center. City Secretary Bill G. Read verified that the necessary quorum of the Council and the required Charter Officers were present to conduct a legally constituted meeting. Mayor Jones announced that the purpose of this meeting was to discuss the federal court ruling on the election method lawsuit and suggested the advisability of going into executive session. A motion was made by Council Member Charles Kennedy, seconded by Council Member Bob Gulley that the Council go into closed session under Article 6252-17 of the Opens Meeting Law for the purpose of discussing litigation. The Mayor invited members of the press and public to excuse themselves from the room and the Council went into executive session at 5:47 p.m. The Council reconvened the session at 6:29 p.m. and the Mayor announced to the press and public that the Council had discussed the proposed changes in the election method and would not have a public announcement until after meeting with the Plaintiffs. There being no further business to come before the Council at this time, the meeting was recessed at 6:30 p.m. t j .htl'�a.Nt .9
