THE CITY OF CORPUS CHRISTI, TEXAS, CONVENED IN REGULAR MEETING, WITH THE
FOLLOWING MEMBERS OF SAID COUNCIL PRESENT, TO -WIT:

AT WHICH TIME THE FOLLOWING AMONG OTHER BUSINESS WAS TRANSACTED:
MR. LOZANO, MAYOR PRO -TEM, PRESENTED FOR THE CONSIDERATION OF
THE COUNCIL AN ORDINANCE. THE ORDINANCE WAS READ BY THE CITY SECRETARY.
THE MAYOR PRO -TEN PRESENTED TO THE COUNCIL A COMMUNICATION IN WRITING
PERTAINING TO SAID PROPOSED ORDINANCE, AS FOLLOWS:

GENTLEMEN:
THE PUBLIC IMPORTANCE AND PRESSING NEED FOR THE PERMANENT IMPROVE-
VENTS TO BE CONSTRUCTED BY USE OF THE PROCEEDS OF BONDS VOTED AT THE
ELECTION HEIR ON FEBRUARY 14, 1970, CREATE AN EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF RULES AND CHARTER PROVISIONS
REQUIRING ORDINANCES TO BE CONSIDERED AND VOTED UPON AT THREE REGULAR
MEETINGS. 1, THEREFORE, REQUEST THAT THE CITY COUNCIL PASS THE PROPOSM,
ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULT OF THE ELECTION
FOR THE ISSUANCE OF SAID BONDS AS AN EMERGENCY MEASURE. YOU WILL PLEASE
CONSIDER THIS REQUEST IN CONNECTION WITH THE ORDINANCE WHICH HAS BEEN
INTRODUCED IN THE CITY COUNCIL ON THIS SUBJECT.

PROVISION PROHIBITING ORDINANCES FROM BEING PASSED FINALLY ON THE DATE
INTRODUCED BE SUSPENDED FOR THE REASONS STATED IN THE WRITTEN REQUEST
OF THE MAYOR PRO -TEM AND STATED IN THE EMERGENC CLAUSE OF THE ORDINANCE.
THE MOTION WAS SECONDED BY COMMISSIONER THE

THE MAYOR PRO -TEM REQUESTED THAT THE RECORDS SHOW THAT HE VOTED
AYE. THIS WAS DONE.
COMMISSIONER MOVED THAT THE ORDINANCE
BE PASSED FINALLY. THE MOTIO WAS SECONDED BY COMMISSIONER

THE MAYOR PRO -TEM ANNOUNCED THAT THE ORDINANCE HAD BEEN
PASSED. THE ORDINANCE IS AS FOLLOWS:

BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS, CANVASSING RETURNS AND 96M
DECLARING RESULTS OF Ali ELECTION ON THE
QUESTION OF THE ISSUANCE OF IMPROVEMENT
BONDS; AND DECLARING AN EMERGENCY.
WHEREAS, heretofore on the 21st of January, 1970,
the City Council of the City of Corpus Christi,.Texas, passed
an ordinance calling an election to be held in said City on
the 14th day of February, 1970, on the Propositions herein-
after stated; and
WHEREAS, said City Council has investigated all ma
pertaining to said election, including the ordering, giving
notice, officers, holding, and making returns of said election;
and
WHEREAS, the election officers who held said election
have duly made the returns of the result thereof, and said
returns have been duly delivered to said City Council; and
WHEREAS, it is hereby officially found and determined:
that a case of emergency or urgent public necessity exists which
requires the holding of the meeting at which this Ordinance is
passed, such emergency or urgent public necessity being that the
proceeds from the proposed bonds are required as soon as possib,
and without delay for necessary and 'urgently needed public
improvements; that said meeting was open to the public as
required by law; and that public notice of the time, place, and
purpose of said meeting was given as required by law; and that
public notice of the time, place, and purpose of said meeting
was given as required by Chapter 227, Acts of the 61st Legisla-
ture, Regular Session, 1969.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
1. That the City Council officially finds and
determines that said election was duly ordered, that proper
notice of said election was duly given, that proper election
officers were duly appointed by the City Council prior to said
election, that said election was duly held, that due returns of
the result- of said election have been made and delivered, and
that the City Council has duly canvassed said returns, all in
accordance with law.
2. That the City Council officially finds and
determines that the following votes were cast at the election
on each submitted'Proposition, by the resident,_qualified ___
electors who own taxable property in said City, and who have
duly rendered the same for taxation, and who voted at the
election:

4. That the City Council officially finds,
determines and declares the result of said election to be
that said Propositions so submitted received a favorable
majority vote and carried, and that all of said bonds receiving
a favorable majority vote may be issued in accordance with law.
5. That the public importance and the pressing need
for the permanent improvements to be constructed by use of the
proceeds of the sale of said bonds create an emergency and an
imperative public necessity requiring the suspension of rules
and Charter provisions requiring some to be considered and
voted upon at three regular meetings, and such facts require
that this ordinance be passed and take effect immediately as an
emergency measure, and such rules and provisions are hereby
suspended and this ordinance is passed and shall take effect
as an emergency measure, and shall be in full force and effect
immediately upon its passage.
6. It is hereby officially found and determined that
the meeting at which said election returns were canvassed was
open to the public as required by law and public notice of the
time, place, and purpose of said meeting was given as required
by Chapter 227, Acts of the 61st Legislature, Regular Session,
1969.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist- for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; 1, therefore,
request that you suspend Yaid Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.

I, the undersigned, City Secretary of the City of
Corpus Christi, Texas, do hereby certify that the above and
foregoing is a true and correct copy of an ordinance passed
by the City Council of the City of Corpus Christi, Texas,
(and of the minutes pertaining thereto) 4n the day of
February, 1970, canvassing returns and declaring results of
an election on the propositions set forth in said Ordinance,
which Ordinance is duly of record in the minutes of the City
Council and that said meeting was open to the public as
required by law and public notice of the time, place, and
purpose of said meeting was given as required by Chapter 227,
Acts of the 61st Legislature, Regular Session, 1969.
