AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
A CONTRACT WITH GUARANTEED REPAIR CONTRACTORS, INC.
FOR THE CONSTRUCTION OF ROOF REPAIRS TO THE HIGH .
SERVICE PUMP BUILDING AT 0. N. STEVENS FILTER PLANT AS
A RESULT OF HURRICANE CELIA; APPROPRIATING OUT OF THE
NO. 141 GENERAL FUND, ACTIVITY 5198, THE SUM OF $2,150
APPLICABLE TO JOB NO. 141- 5198 -14; AND DECLARING AN
EMERGENCY.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,

TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
A CONTRACT WITH GUARANTEED REPAIR CONTRACTORS, INC. FOR THE CONSTRUCTION
OF ROOF REPAIRS TO THE HIGH SERVICE PUMP BUILDING AT 0. N. STEVENS FILTER
PLANT, DAMAGED DURING HURRICANE CELIA, SAID CONSTRUCTION TO BE AS MORE
FULLY SET OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE
IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF
BY REFERENCE, AND ACCORDING TO THE BID OF GUARANTEED REPAIR CONTRACTORS,
INC., OPENED ON JANUARY 13, 1971, THE SAID BID OF GUARANTEED REPAIR CON-
TRACTORS BEING THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI,
TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF THE N0. 141 GENERAL
FUND, ACTIVITY 5198, THE SUM OF $2,150, APPLICABLE TO JOB NO. 141 - 5198 -14.
SECTION 3. THE NECESSITY TO REPAIR DAMAGES TO THE AFORESAID PUB-
LIC FACILITY, DAMAGED BY HURRICANE CELIA, CREATES A PUBLIC EMERGENCY AND AN
IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE
THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS
INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE
SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH
EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF
THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF
ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND
AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THEp GWl&AY OF

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
