A RESOLUTION
EXPRESSING THE WILLINGNESS OF THE CITY COUNCIL
OF THE CITY OF CORPUS CHRISTI TO MARE APPLICATION
TO THE DEPARTMENT OF LABOR FOR AN AMENDMENT TO A
FEDERAL GRANT (PREVIOUSLY AUTHORIZED BY RESOLUTION
NO. 10301) FOR THE PURPOSE OF CONTINUING THE MANPOWER
PLANNING OFFICE AND PROVIDING AN INCREASE IN LEVEL
OF SERVICE; AND DECLARING AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That an amendment be made to an application
to the Department of Labor for a Grant to continue the functions
of the Manpower Planning Office (previously authorized by Resolu-
tion No. 10301, passed and approved on the 16th day of June, 1971),
which amendment will provide an increase in the level of service.
SECTION 2. That the City Manager is hereby authorized
to execute and file such amendment to said application with the
Department of Labor, to provide such additional information and
furnish such documents as may be required by said Department, to
execute such contracts as are required by said Department and to
act as the correspondent of the Applicant.
SECTION 3. The necessity to make the necessary amend-
ment to the heretofore authorized Grant and to authorize the
City Manager to execute and file such amendment as set out herein -
above, creates a public emergency and an imperative public
necessity requiring the suspension of the Charter Rule that no
ordinance or resolution shall be passed finally on the date of
its introduction and that such ordinance or resolution shall be
read at three several meetings of the City Council, and the Mayor
having declared such emergency and necessity to exist, and having
requested the suspension of the Charter Rule and that this reso-
lution shall be passed finally on the date of its introduction
and take effect and be in full force and effect from and after

its passage, IT IS ACCORDINGLY SO RESOLVED, this the 29th day
of September, 1971.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
