MINUTES
SPECIAL COUNCIL MEETING
CITY OF CORPUS CHRISTI, TEXAS
MARRIOTT HOTEL (RIVIERA ROOM)
FEBRUARY 25, 1987
8:00 A.M.

Mayor Jones called the meeting to order at 8:10 a.m.
City Secretary Armando Chapa checked the roll and informed the Council of
two items that needed Council approval.
Resolution approving the appointment of Deward D. George Hext as Director
of Aviation.
The Charter rule was suspended and the Resolution passed unanimously by
those Council Members present. Best and McComb were absent.
Resolution approving the appointment of Ezequiel P. Elizondo as Assistant
City Manager.

City Secretary Chapa informed the Council that these Resolutions will be
formally ratified at the Council meeting of March 5, 1987.

Mr. Richard Bradley, President of International Downtwon Association made a
presentation to the Council on Strategy for Downtown Revitalization covering
such topics as shared vision, leadership, organization, and development
planning.
Mr. Bradley recommended a retreat to take the next step for the
revitalization effort. The meeting is proposed for community and business
lenders to discuss problems, strengths, visions for the next three years,
impediments, accelerators, alternative action, and action plans for 30 days, 90
days, and 180 days. April 11th was suggested as a date.
Discussion followed regarding Mr. Bradley's presentation including the
possibility of establishing a Management District in the downtown area, retail
and residence occupancy, food service, entertainment, parking and tourist
attraction incentives.
The meeting was adjourned at 9:45 a.m. on motion by Council Member Berlanga
and seconded by Council Member Mendez.

25, 1987, which were approved by the City Council on March 5, 1987.
