CITY OF CORPUS CHRISTI, TEXAS
SPECIAL COUNCIL WORKSHOP MEETING
APRIL 6, 1987
5:00 p.m.

Mayor Luther Jones called the meeting to order in the Council Chamber of
City Hall.
City Secretary Armando Chapa called the roll and verified that the
necessary quorum of the Council and the required Charter Officers were present
to conduct the meeting.
City Secretary Chapa stated that the Council received a memorandum from him
with attached print outs of the results of the April 4, 1987 General Election.
He stated the unofficial results provided the night of the election have been
compared to the Election Judge's General Return Sheets, and the memorandum
contained differences which had been found. He pointed out that the errors
discovered did not change the results of the election.
Mayor Jones checked the finals of the General Return Sheets in the
following precincts: Precincts 101, 64, 4, and 92. The spot-checks which were
called by the Mayor were correct.
In answer to a question by Council Member Slavik in reference to absentee
voting, City Secretary Chapa stated that there were nine people working on the
absentee voting, and he felt the tabulation results were accurate.
Mayor Jones did a spot-check on the absentee voting, and it was correct.
Council Member Mendez referred to a complaint that on Election Day someone
from Building Inspections had removed campaign signs at some polling places. Be
asked for a report from the Staff.
City Manager McDowell stated he would get a report back to the Council.

In answer to a question from Council Member Slavik pertaining to Spanish
ballots printed in Spanish only, City Secretary Chapa stated the ballots were
printed in both English and Spanish. He stated there were 98 polling places and
a total of 101 precincts.
Mayor Jones inquired if there were comments from the audience, and there
were none.
City Secretary Armando Chapa polled the Council for their votes and the
following Ordinances were passed:
1. ORDINANCE NO. 19692
CANVASSING RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION HELD
ON APRIL 4, 1987, IN THE CITY OF CORPUS CHRISTI, FOR THE PURPOSE OF
ELECTING THE MAYOR AND COUNCIL MEMBERS, OF ADOPTION OF AMENDMENTS TO THE
CHARTER OF THE CITY OF CORPUS CHRISTI, AND ADOPTION OF AN INCREASE IN THE
PROPERTY TAX EXEMPTION OF THE RESIDENCE HOMESTEAD FOR INDIVIDUALS WHO ARE
DISABLED OR WHO ARE 65 YEARS OF AGE OR OLDER; AND DECLARING AN EMERGENCY.
The Charter Rule was suspended and the foregoing Ordinance passed by the
following vote: Jones, Best, Berlanga, Guerrero, McComb, Mendez, Pruet,
Slavik and Strong voting, "Aye."
A motion was made by Mayor Pro Tem Best to suspend the Charter Rule;
seconded by Council Member Mendez and passed unanimously.
2. ORDINANCE NO. 19693
CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE BOND ELECTION FOR
PROPOSITION 1 AND PROPOSITION 2 CONDUCTED ON APRIL 4, 1987; AND DECLARING
AN EMERGENCY.
The Charter Rule having been suspended by motion, the foregoing Ordinance
passed by the following vote: Jones, Best, Berlanga, Guerrero, McComb,
Mendez, Pruet, Slavik and Strong voting, "Aye."
3. ORDINANCE NO.19694
CALLING A RUNOFF ELECTION FOR MAYOR AND TWO (2)COUNCIL MEMBERS IN THE CITY
OF CORPUS CHRISTI, TEXAS, TO BE HELD ON THE 18TH DAY OF APRIL, 1987;
DESIGNATING POLLING PLACE LOCATIONS FOR SUCH ELECTION; ENACTING PROVISIONS
INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE OF THIS ORDINANCE; AND
DECLARING AN EMERGENCY.
The Charter Rule was suspended and the foregoing Ordinance passed by the
following vote: Jones, Best, Berlanga, Guerrero, McComb, Mendez, Pruet,
Slavik and Strong voting, "Aye."

City Secretary Chapa announced that absentee voting for the Runoff Election
will begin Wednesday, April 8th through Tuesday, April 14th.
Referring to Council Member Mendez' statement on campaign signs being
removed by Building Inspections, Assistant City Manager Elizondo stated that on
weekends any sign that is in the right-of-way is removed by Building
Inspections.
There being no further business to come before the Council, on motion by
Council Member Mendez, seconded by Council Member Strong and passed unanimously,
the meeting was adjourned at 5:35 p.m.

Minutes of the Special Council Meeting of the City of Corpus Christi of April
6, 1987, which were approved by the City Council on April 14, 1987.
