HomeMy WebLinkAboutMinutes City Council - 04/21/1987 - SpecialMINUTES CITY OF CORPUS CHRISTI SPECIAL COUNCIL MEETING BAYFRONT PLAZA CONVENTION CENTER TUESDAY, APRIL 21, 1987 10:00 a.m. PRESENT Mayor Luther Jones Mayor Pro Tem Dr. Jack Best Council Members David Berlanga, Sr. Leo Guerrero Joe McComb Frank Mendez Bill Pruet Mary Pat Slavik Linda Strong City Manager Craig McDowell City Attorney Hal George City Secretary Armando Chapa Mayor Luther Jones called the meeting to order at the Bayfront Plaza Convention Center. The invocation was given by Reverend Elliot Grant, Trustee of the Corpus Christi Independent School District, following which the Pledge of Allegiance to the Flag of the United States was led by Mayor Pro Tem Best. City Secretary Armando Chapa called the roll and verified that the necessary quorum of the Council and the required Charter Officers were present to conduct the meeting. Mayor Jones acknowledged Mayor Pro Tem Best, Council Member McComb and Council Member Berlanga. Mayor Pro Tem Best expressed appreciation to the citizens of Corpus Christi for allowing him to be a Council Member and Mayor Pro Tem for the last two years. He stated that Corpus Christi has a great future, and the citizens will have a great time seeing these future things take place. He congratulated the new members of the Council and wished them God Speed. He also made the comment "Keep your eye on the Star Corpus Christi because it's there." Council Member McComb stated that this is an emotional time for him because he loves the City and loves to be involved. He stated he will be at the Council Meetings in spirit. He expressed appreciation to his wife for her encouragement and support. He stated that he hoped the citizens of the City will take note of the things the old Council had accomplished. Mr. McComb then expressed his appreciation to Mayor Jones for allowing him to serve on the Council and presented the Mayor with a beautiful picture. He stated that June 6, 1987 is the date set for Operation Paint Brush which makes the statement, Corpus Christi citizens care about one another. Council Member Berlanga stated that the Council has had many differences but have always left their differences behind when they departed the Council Chamber. He stated he will miss Mayor Jones' presence and leadership at the Council Meetings, and also Mayor Pro Tem Best and Council Member McComb. He stated that the Council has faced several issues that have brought a lot of good things to the City and has worked hard to face the challenges of the City. Mayor Jones acknowledged his wife, daughter, campaign manager and several elected officials from the area. He expressed his appreciation to the Council for their assistance and help given him during the past two years. He stated it has been a privilege to serve as the Mayor of this City. He expressed appreciation to everyone who had participated in the political process in selecting candidates and encouraging them to run. Mayor Jones then presented keys to the City to Mayor Pro Tem Best and Council Member McComb. He then presented keys to Mayor Elect Turner for City Hall and her office and turned over the gavel. He stated she has earned the right to be the Mayor of Corpus Christi. U. S. Magistrate Eduardo de Ases administered the Oaths of Office to the eight Council Members and the Mayor. Mayor Betty Turner acknowledged the eight members of the Council. Council Member Moss stated he was in awe of the people present at the meeting to witness the event of the swearing in ceremonies. He expressed appreciation to the voters for allowing him to be a Council Member and stated he would do the best he could to serve the people of Corpus Christi. Council Member Slavik expressed appreciation to everyone who helped in her campaign and her husband. She stated she is never weary of serving the public and appreciated the people that have worked for her. She stated the people gave her the highest vote, and she will not let them down. Council Member Pruet expressed his appreciation to the voters who voted for him, and introduced his wife and his mother. He stated this year's election was a referendum for the future. He stated the people of Corpus Christi want action, and a responsive Council who listens to the people. He made the comment "Let's get the job done." Council Member Rhodes expressed appreciation to all the people who helped in her campaign, the groups which endorsed her, her husband, and Mayor Luther Jones. She expressed appreciation to all the people in Corpus Christi for their trust in her and swore she would do the best job she could. nutes opecial Council Meeting April 21, 1987 Page 3 Council Member Leo Guerrero expressed appreciation to his wife and family, Mayor Jones and all the people at the meeting. He stated he would serve the Community well for the next two years. Council Member Mendez stated he was glad to see so many people at the meeting. He expressed appreciation to his supporters, his wife and family and his campaign chairman. He stated it has been an honor to serve the citizens of Corpus Christi for the last two years. He stated the City needs to be a progressive City, and we have to learn to work together as a community. Council Member Strong stated it is a pleasure and an honor to serve District 4, and stated that the Council envisions a positive future for Corpus Christi. She expressed appreciation to the voters in District 4, friends and her family. She expressed her appreciation to Mayor Pro Tem Best, Council Member McComb and Mayor Luther Jones whose encouragement and guidance have always been there for her. She stated she is excited to be a representative for District 4 for the next two years. Council Member Berlanga expressed appreciation to his wife, members of his family, his campaign manager, the people in District 2 and all the voters. He stated the Community needs to move forward, unite and work together. Mayor Turner stated she does not intend to slow down and that she will make the City move ahead. She stated there is an unlimited potential for Corpus Christi, and there is no challenge the Community cannot overcome if they work together. She stated that everyone wants a Corpus Christi that they can be proud of, and the City Council must do everything within their power to make Homeport a reality. She expressed her appreciation to her family and all her supporters. She stated that she will work hard to do everything possible to be worthy of the trust and confidence the community has given her. She stated that the future of Corpus Christi begins today, and it's time to get this City moving. Mayor Turner expressed her regret about losing two Council Members, Dr. Best and Joe McComb. She stated that there is no more dedicated, finer public servant than Luther Jones. She then presented to Luther Jones a Resolution and plaque proclaiming him "Mayor Emeritus" of Corpus Christi. There being no further business to come before the Council, on motion by Council Member Mendez, seconded by Council Member Strong and passed unanimously, the meeting was adjourned at 11:20 a.m. I HEREBY CERTIFY that the foregoing is a true and correct copy of the Minutes of the Special Council Meeting of the City of Corpus Christi of April 21, 1987, which were approved by the City Council on April 28, 1987.
