CONGRATULATING THE WESTSIDE COLT LEAGUE ON ITS VICTORY
IN CORPUS CHRISTI BASEBALL TOURNAMENT AND APPOINTING
THE MEMBERS THEREOF GOODWILL AMBASSADORS OF THE CITY
IN THE EDINBURG DIVISIONAL TOURNAMENT; AND DECLARING
,AN EMERGENCY.
WHEREAS, Pony League Baseball, Inc was founded in Washington,
Pennsylvania in 1951 for boys 13 and 14 years old, and in 1953, at Martins
Ferry, Ohio, the Colt League was formed for boys 15 and 16 years old; and
WHEREAS, in 1962, the two leagues merged to become Boys Baseball,
Inc. and now includes young athletes from 8 through 20 years of age who are
desirous of participating in an organized baseball program; and
WHEREAS, Boys Baseball, Inc. has conducted a tournament here in
Corpus Christi, hosted by the Seaside Colt League, August 2 through August 7,
1974, with teams from several cities of Texas competing; and
WHEREAS, Mayor Jason Luby by Proclamation dated July 31, 1974,
designated August 2 through August 7, 1974 as Boys Baseball Week; and
WHEREAS, the Westside Colt League of Corpus Christi was the winner
of the aforesaid tournament and will travel to Edinburg, Texas for the
Divisional Tournament to be held on August 9, 1974:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi,
Texas, hereby expresses its hearty congratulations to the Westside Colt
League of Corpus Christi for its well - deserved victory and by these presents
hereby appoints the members and coaches of this League to be GOODWILL
AMBASSADORS OF CORPUS CHRISTI to represent the good wishes of all its
citizens.
SECTION 2. The necessity to immediately congratulate the Westside
Colt League on its victory and to appoint the members thereof to be Goodwill
Ambassadors of the City of Corpus Christi in the Edinburg Divisional Tournament
creates a public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction but that such ordinance or resolution
shall be read at three several meetings of the City Council, and the Mayor

having declared such emergency and necessity to exist, and having requested
the suspension of the Charter rule and that this resolution be passed finally
on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
