A RESOLUTION
APPROVING THE LIST OF PROJECTS PROPOSED BY
THE CORPUS CHRISTI BICENTENNIAL COMMISSION
AND DECLARING AN EMERGENCY.
WHEREAS the City Council of the City of Corpus Christi enacted
Ordinance No. 11697, creating the Corpus Christi American Bicentennial
Commission, and
WHEREAS the Bicentennial Commission has been created in
accordance with guidelines established by the Texas American Revolution
Bicentennial Commission, and various subcommittees have subsequently
been established,- and
WHEREAS private citizens and organizations have given of
their time and energy to promote the celebration of the bicentennial,
and have recommended the various projects and activities to celebrate
the 200th year of our nation's birth.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TESAS:
SECTION 1. The City Council of the City of Corpus Christi
hereby endorses and recommends to the American Bicentennial Commission of
Texas the following projects and activities to celebrate the 200th
anniversary of the birth of the United States of America:
1. A band shell at Cole Park; a project which has already
been funded by the City of Corpus Christi.
2. The establishment of a bookshelf at the LaRetama Library
with volumes dealing with the American Revolution, This
is a project that will be financed by the proceeds from
the annual book sales held by the Brandies National
Women's Committee.
3. A Bicentennial theme for the Buccaneers Day Parade for
the year 1976.
4. A folk festival comprising of programs of folk dances
in the native costumes of the various ethnic groups

which are represented in the City, and events demon-
strating the native foods of these ethnic groups. Such
programs have been organized in Corpus Christi for several
years and only need coordination.
5. A concert to be held April 7, 1975, by the United States
Air Force Band from Washington, D.C.
6. A concert series sponsored by the Corpus Christi Symphony.
7. A special presentation of the Corpus Christi Little Theatre.
8. A basketball tournament in honor of John W. Naismith, the
originator of the game of basketball.
9. An exhibition constructed by the Corpus Christi Museum
in the Hall of Man that will dramatize the merging of
cultures of the ethnic groups which make our heritage.
10. The celebration of the 200th anniversary of the United
States Navy in October, 1975, an annual event sponsored
in the past by the local Navy League.
11. A speakers' btreau sponsored by the Del Mar College
History Department beginning in January, 1975, with topics
relating to the American and Texas Revolutions.
12. A family history project already in action, sponsored by
Del Mar College.
13. The establishment of a scholarship fund for Corpus Christi
students in honor of the American Revolution.
14. A topographical relief of South Texas to be constructed
by the Del Mar Geology Department and presented to the
Corpus Christi Museum.
15. The construction of a Bicentennial Park with special
monuments commemorating the bicentennial.
SECTION 2. The City Council of the City of Corpus Christi
hereby endorses and gives its full support to the future plans of the
Bicentennial Commission, such plans including, but not limited to:
1. Distribute a questionnaire to all City organizations
to determine their plans for the bicentennial celebration,

provide speakers who will suggest projects and coordinate
events.
2. Maintain a calendar of all bicentennial events.
3. Publish a monthly newsletter.
4. Explore the opportunities for receiving Federal and State
grants.
5. Put Corpus Christi on the itinerary of traveling programs.
6. Continue the meeting of the various bicentennial committees
and encourage full community participation.
SECTION 3. The fact that the City Council desires to endorse
I and recommend various projects and activities to the American Bicentennial
Commission of Texas as hereinabove set forth creates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date
of its introduction and that such ordinance or resolution shall be read
at three several meetings of the City Council, and the Mayor, having
declared such emergency and necessity to exist, having requested the
suspension of the Charter rule and that this resolution take effect and be
in full force and effect from and after its passage, IT IS ACCORDINGLY SO
RESOLVED this the =day of November, 1974.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
