A RESOLUTION
EXPRESSING THE CITY COUNCIL'S APPRECIATION OF THE
EXCELLENT SERVICE PROVIDED BY JAMES R. RIGGS AS CITY
ATTORNEY OF THIS CITY; DIRECTING THE CITY SECRETARY
TO FORWARD A COPY OF THIS RESOLUTION TO MR. RIGGS;
AND DECLARING AN EMERGENCY.
WHEREAS, James R. Riggs served as an Assistant City Attorney
and City Attorney of the City of Corpus Christi for a total of six years;
and
WHEREAS, Mr. Riggs is recognized as a dedicated legal scholar
and the work of the Legal Department during his tenure reflected his
scholarship and elocution; his outstanding and dedicated service has
brought recognition and distinction to the office and to the City of
Corpus Christi; and
WHEREAS, among the many accomplishments recognized by this
City Council were his tireless efforts in providing legal assistance
to the City in its rebuilding program following the devastation of
Hurricane Celia; and
WHEREAS, his interest in municipal government is exemplified
by the fact that he served with distinction on numerous boards and
committees of the Texas City Attorneys' Association and the Texas
Municipal League; and
WHEREAS, Mr. Riggs, an avid student of history with a keen
sense of appreciation for our state and national heritage is partic-
ularly to be commended for drafting the Historical and Landmark
Preservation Ordinance as well as his institution of many other
distinctive and beneficial programs and concepts in the furtherance
of the goals of the Legal Department and the City of Corpus Christi;
and
WHEREAS, this City Council desires to express to Mr. Riggs
its appreciation for his excellent service during the six years he
served as an Assistant City Attorney and as City Attorney:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That this City Council hereby expresses its
grateful appreciation for the excellent service provided by former

City Attorney James R. Riggs during his tenure as City Attorney and,
prior to that, as an Assistant City Attorney for this City.
SECTION 2. That the City Secretary is hereby authorized and
directed to forward to James R. Riggs a certified copy of this Resolution
expressing the appreciation of the City Council for his services as a
symbol of this City Council's gratitude for his services.
SECTION 3. The necessity to immediately express the City
Council's gratitude to James R. Riggs creates a public emergency and
an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the
date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor
having declared that such emergency and necessity exist, and having
requested the suspension of the Charter rule and that this resolution
be passed finally on the date of its introduction and take effect and
be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO RESOLVED, this the 29th day of January, 1975.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
