HomeMy WebLinkAbout12865 ORD - 10/22/1975• JKH:bb:10 /20/75 :lst AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH A & I UNIVERSITY AT CORPUS CHRISTI WHEREBY THE CITY WILL PROVIDE $15,000 OF A $30,000 LOCAL MATCH REQUIRED FOR A FEDERAL GRANT TO ESTABLISH AN OIL SPILL TRAINING PROGRAM AT THE UNIVERSITY, ALL AS MORE FULLY SET FORTH IN THE CONTRACT, IN SUBSTANTIALLY THE FORM ATTACHED HERETO AND MADE A PART HEREOF, MARRED EXHIBIT "A "; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEIAS:' • SECTION 1. That the City Manager be and he is hereby authorized to execute a contract with Texas A & I University at Corpus Christi, whereby the City will provide $15,000 of a $30,000 local match required for a Federal grant to establish an oil spill training program at the University, all as more fully set forth in the contract, in substantially the form attached hereto and made a part hereof, marked Exhibit "A ". SECTION 2. The necessity to authorize execution of the afore- said contract at the earliest practicable date in order to expedite the training program contemplated creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its intro- duction but that such ordinance or resolution shall be read at three several meetings of the City Council and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and ter its passage, IT IS ACCORDINGLY SO ORDAINED, this the ]day f , 1975. S. Environmental Protection Agency and the U. S. Coast Guard to establish an Oil Spill Training School at the University; and WHEREAS, it is the policy of the City of Corpus Christi to protect the bays and estuaries of the City by controlling and removing oil spills; and WHEREAS, such an Oil Spill Training School will improve the ability of City employees and employees of local industries to contain, harvest, and dispose of oil spills for the environmental protection of the community; and WHEREAS, such an Oil Spill Training School will further benefit the community through the positive economic impact of the increased student population which will result from the offering of such course. 1. In consideration of the establishment of an Oil Spill Training School at Texas A & I University at Corpus Christi, the City of Corpus Christi agrees to pay to Texas A & I University at Corpus Christi the sum of Fifteen Thousand and no /100 Dollars ($15,000) as a local share of a total cost of establishing an oil Spill Training School at Texas A & I University at Corpus Christi. 2. In the event the Oil Spill Training School at Texas A & I University at Corpus Christi is not established, the City of Corpus Christi will be reimbursed its share paid to Texas A & I University at Corpus Christi. 3. Should any interest be earned on the amount paid by the City of Corpus Christi under this agreement, the City of Corpus Christi shall be entitled to said interest.
