HomeMy WebLinkAbout12913 ORD - 11/19/1975• JKH: •11 18 /75 • vp. / :1s`M AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH NUECES COUNTY FOR JOINT UTILIZATION OF THE INDUSTRIAL HEALTH PHYSICIAN, ALL MORE FULLY SET FORTH IN THE AGREEMENT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED IT "A "; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That the City Manager be and he is hereby authorized to execute an agreement with Nueces County for joint utilization of the Industrial Health Physician, ell as more fully set forth in the agreement, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A ". SECTION 2. The necessity to enter into the aforesaid agreement at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed fineily on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED , this the / day of November, 1975. Barnes Nueces County Judge Nueces County Courthouse Corpus Christi, Texas 78401 Dear Judge Barnes: November 14, 1975 CITY OFFICER 3Ga BGUTN BNCNELINB PGBi GFFIGE GG% Bari PNGNe csta� � -aGl, ZIP GGGE 9B4® Re: Letter of Agreement Relating to Additional City- County Physician On July 1, 1975, the Commissioners Court indicated their general concurrence with the City and County joining together to share the services of an Industrial Health Physician with the City to be responsible for the employment of such a physician under the direct supervision of the City - County Director of Health and Welfare and with the County sharing in the cost of the program in the amount of $600 per month. This general understanding has been approved by the City Council. The duties of the Industrial Health Physician, under the direction of the Director of Health and Welfare, will generally be as follows: 1. Treatment or referral of on -the -job injuries 2. Follow -up on all referrals 3. Recheck at time of return from sick or injury leave 4. Pre - employment exams 5. Selected annual exams 6. Promotion exams 7. General health counseling 8. Immunization program (adult dT, influenza) 9. City jail inmate sick call supervision 10. County .jail inmate sick call supervision 11. County Juvenile Shelter sick call supervision 12. Screening physical exams for foster parents and other welfare related physical examinations 13. Food handler program supervisor 14. Work closely with other physicians, city personnel department, supervisors, and insurance companies to assure maximum skilled care for injured personnel IV 15.' Consultant to City administration in industrial health matters 16., Other duties as assigned by the Director of Public Health and Welfare Honorable Robert N. Barnes -2- November 14, 1975 The City will be responsible for the employment of the Industrial Health Physician and all aspects of the administration and supervision of the program under the Director of Health and Welfare. The Director of Health and Welfare will be respon- sible for furnishing the County, from time to time, information regarding the work being carried out by -the Industrial Health Physician and will provide any further information requested by the Commissioners Court from time to time. Each govern- mental entity will be responsible for its on -going activities and no change in liability will occur because of these joint services. The City will provide the Industrial Health Physician with the usual fringe benefits of city employment and insurance considered by the City to be necessary and appropriate for the position. If this letter is consistent with your understanding of the proposed arrangemeat for the employment of an Industrial Health Physician to serve the City and County, please sign a copy of this letter and return to me.
