PRESENT Mayor Betty Turner Mayor Pro Tem Frank Schwing* Council Members ABSENT Cezar Galindo Leo Guerrero Tom Hunt Edward Martin Joe McComb* Clif Moss Mary Rhodes Mayor Turner called the meeting to order at 9:05 a.m. in the Council Chamber of City Hall. A Workshop Council Meeting was set for Saturday, September 22, 1990, as a strategic planning session for Council to draft goals as recommended by the Operations Analysis Report. * Joe McComb arrived at 9:10 a.m. Jim Mercer, representing The Mercer Group, Inc., submitted a Draft Final Report on the Operations Analysis of the Corpus Christi City Government, copies of which were distributed to the Council. He highlighted various segments of the report including 133 findings and recommendations for improvements in the efficiency and economy of operations in the provision of public services. He noted that the overall effect of implementing his findings could result in a total cost savings/avoidance of $1,517,000 to 6,317,000. *Frank Schwing arrived at 9:25 a.m. Several Council Members expressed the need for Mr. Mercer to address specific Council questions prior to the September 22 meeting, and Mr. Mercer assured the Council that he would be available upon request. Council Member Martin recommended that the Council Committee, the consultant, and the City Manager meet to review the report and relate their recommendations to the Council. 11I2aOFILMEe Workshop Minutes August 21, 1990 Page 2 Council Member Schwing suggested that City Manager Garza present his recommendations prior to submission of the joint recommendations. City Manager Garza stated that his recommendations would be forthcoming. He stated that he would he announcing a reorganization effort based on the report findings at the next Council Meeting. Discussion ensued relative to the process for implementing the recommendations in the Operations Analysis Report. Mr. Mercer noted that implementation should be over a reasonable period of time --approximately two to four years. Mr. Mercer expressed his appreciation to several local consultants, especially Olivarri & Associates, for their assistance in preparing the report. Mayor Turner then declared the workshop session adjourned at 10:55 a.m. I HEREBY CERTIFY that the foregoing is a true and correct copy of the Minutes of the Workshop Meeting of the City of Corpus Christi of August 21, 1990 which were approved by the City Council on August 28, 1990.
