PRESENT Mayor Betty Turner Council Members Cezar Galindo* Tom Hunt Clif Moss Joe McComb* Frank Schwing* ABSENT Leo Guerrero Mayor Pro Tem Edward Martin Mary Rhodes Mayor Turner called the meeting to order at 9 a.m. in the La Retama Room at the Corpus Christi Public Library. Mayor Turner gave a brief introduction highlighting the system used for determining responsibility for implementing the proposed Mercer recommendations. She stated that the Council should provide the City Manager with a clear direction on how to proceed with the findings by establishing goals and priorities for the next six months. City Manager Garza commented that the Mercer report would be a useful vehicle for developing an implementation plan. Council Member McComb arrived at 9:08 a.m. Mr. Jim Mercer, The Mercer Group, Inc., in response to Mayor Turner's question cited some of the common areas of concern in the city's operations and recommended methods for improving the following concerns: low morale, organizational communications, cohesive direction, and personnel training. Council Member Schwing arrived at 9:15 a.m. Council Member Moss inquired about cost saving methods, and Mr. Mercer informed him that a major amount of cost savings would be realized through employee attrition. A brief discussion ensued relative to employee training with Mr. Mercer concurring with Council Member Hunt that in-house training tailored to fit the needs of the organization adequately satisfies most of the training requirements, but that specialized MICROFILMED City Council Workshop October 16, 1990 Page 2 training and utilizing local resources such as area colleges and local consultants is also necessary. Council Member Galindo arrived at 9:25 a.m. City Manager Garza summarized his plan for achieving the objectives indicated by the Mercer report. He clarified that this procedure would be used to handle items which were delegated for staff resolution, but that items classified as joint responsibility and Council responsibility would be presented to Council for approval prior to implementation. Council Member Moss recommended that a target date be assigned for each objective. City Manager Garza detailed his proposed organizational restructuring developed after consultations with Mr. Mercer and Leah Olivarri. He explained that he would be realigning several management positions and that groups of functionally related departments would be created with the team leaders reporting to the City Manager and the Deputy City Manager. Mr. Mercer endorsed City Manager Garza's proposal. Discussion ensued as to the required time line and methods of implementing the restructuring plan. Council Members McComb and Hunt did not recommend implementing Mr. Garza's plan without prior establishment of directional planning. They also cited the need for the plan to be flexible to permit innovations and variations. Mr. Mercer recommended implementation of the plan in conjunction with evaluation techniques for future use. It was the consensus of the Council that City Manager Garza move forward with the strategic plan in accordance with the procedures he outlined, stipulating that when policy revisions are needed, they be presented to Council for approval. City Manager Garza assured Council Member Hunt that an internal audit function would be established for the City. Council Member Moss commented on the need to secure a comparison study on wage and compensation benefits.
