AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE FOR THE CITY
OF CORPUS CHRISTI, AS THE ADMINISTRATIVE UNIT OF THE
COASTAL BEND MANPOWER CONSORTIUM, A FEDERAL SUPPLE-
MENTAL BENEFITS (FSB) COOPERATIVE AGREEMENT WITH THE
STATE EMPLOYMENT SECURITY AGENCY IN CORPUS CHRISTI,
ALL AS MORE FULLY OUTLINED AND SET FORTE IN THE AGREE -
MENT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO
AND MADE A PART HEREOF, MARKED EXHIBIT "A "; AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL RELATED AND NECESSARY
DOCUMENTS FOR THE IMPLIIMENTATION AND ADMINISTRATION OF
THE AFORESAID PROGRAM; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be and he is hereby authorized
to execute for the City of Corpus Christi, as the administrative unit of
the Coastal Bend Manpower Consortium, a Federal Supplemental Benefits (FSB)
Cooperative Agreement with the State Employment Security Agency in Corpus
Christi, all as more fully outlined and set forth in the agreement, a sub-
stantial copy of which is attached hereto, marked Exhibit "A ", and made a
part hereof.
SECTION 2. That the City Manager be and he is hereby authorized
to execute all related and necessary documents for the implementation and
administration of the aforesaid program.
SECTION 3. The necessity to authorize execution of the aforesaid
agreement and to execute all related and necessary documents in order to
continue the program outlined above creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shell be passed finally on the date of its introduction
but that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and
necessity to exist, and having requested the suspension of the Charter
rule and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,

FEDERAL SUPPLEMENTAL BENEFITS COOPERATIVE AGREEMENT

Pursuant to Section 103 of the Emergency Compensation and Special Unemployment
Assistance Extension Act of 1975 (P.L. 94 -45) and instructions provided in CETA
Issuance 112 -75, Supplement No. 1, and GAL No. 9 -75, this Cooperative Agreement is
entered into by the State employment security agency in Corpus Christi, Texas and
the Coastal Bend Manpower Consortium. This Cooperative Agreement consists of this
sheet and the Special Federal Supplemental Benefits Program Narrative.
As per this Cooperative Agreement, the State employment security agency, Corpus
Christi, Texas is committed, where appropriate, to refer FSB claimants to the
Coastal Bend Manpower Consortium which is committed to provide for such training
or other opportunities, according to the procedures outlined in the Special Federal
Supplemental Benefits Program Narrative.
In the event of a dispute in the development or implementation of this Cooperative
Agreement, the employment service and the prime sponsor agree to submit unresolved
issues to the ARDM for resolution.
Copies of this Cooperative Agreement shall be retained by (1) the Prime Sponsor,
(2) the employment service, and (3) the ARDM.

Program Narrative for the Coastal Bend Manpower Consortium
(a) As of December 1, 1975, only 6.1% of the unemployed population of the eleven -
county Consortium Area were receiving Federal Supplemental Benefits (FSB).
This percentage included 691 FSB recipients and a total unemployed population
of 11,278 persons.
(b) At present, the number of FSB claimants who could potentially be referred to
the prime sponsor for training consideration is no greater than 10% of total
of on -board FSB recipients.
(c) The prime sponsor will give training opportunity preference to any FSB claimant
referred. Preference will be afforded FSB claimants contingent upon availability
of slots and the extent to which available training slots are consistent with
the claimants' needs.
(d) Prime sponsor training (OJT and classroom) is subcontracted to two agencies:
Jobs for Progress, Inc. (SER), and the Texas Employment Commission. The OJT
slots are available on a day -to-day basis and are developed consistent with
CETA participant needs as defined by the intake counselors. Classroom training
is scheduled for the following dates:

(e) Since the Texas Employment Commission is a subcontractor to the prime sponsor
to provide skill training, they are already aware of the information regarding
the majority of training slots available. Information regarding training pro-
vided by the prime sponsor which is subcontracted to Jobs for Progress, Inc.
(SER) is disseminated to TEC on a weekly basis (including available slots,
commencing dates, etc.).
Employment sefvice counselors, having all training information at their dis- •
posal, will refer FSB recipients to the appropriate prime sponsor subcontractor
for training on an as- needed basis (contingent on the availability of slots
and appropriateness of training opportunities).
(g) In the event that FSB payments are exhausted prior to termination of the
training opportunity, the training entity subcontracting with the prime sponsor
will pay the basic training allowance until the FSB recipient has terminated
from training.
(h) Information regarding prime sponsor PSE and work experience slots will be made
available to TEC immediately upon request. FSB recipients will receive maximum
consideration for such available slots.
(i) The Texas Employment Commission will have the responsibility for follow -up on
all FSB recipients referred to a prime sponsor training entity. This will be
achieved by direct contact with the training entity within 72 hours of the
referral.

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
