A RESOLUTION
WHEREAS, Mr. Norman G. Flaigg has served with the Bureau of
Reclamation for more than 36 years in numerous assignments and as Planning
Officer of its Austin Office for the past five years; and
WHEREAS, the Bureau of Reclamation has assisted the City of Corpus
Christi for over 14 years to bring about an expanded water supply for Corpus
Christi and the Coastal Bend Area; and
WHEREAS, the Nueces River - Choke Canyon Project has been under the
direction of Mr. Norman G. Flaigg since 1971; and
WHEREAS, Mr. Flaigg has guided and assisted the project through
many difficult steps, including the 1972 hearing before the Texas Water
Rights Commission and field hearings at Three Rivers before the Subcommittee
on Water and Power Resources of the Committee on Interior and Insular Affairs;
and
WHEREAS, he has helped to develop a close and effective working
relationship between the City of Corpus Christi, the Nueces River Authority,
Coastal Bend communities, and-various Federal agencies; and
WHEREAS, the dedication, patience, and understanding of Mr. Flaigg
have contributed immeasurably to the progress of the Choke Canyon Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI:
SECTION 1. The City Council hereby expresses its sincerest appre-
ciation for Mr. Norman G. Flaigg and his many contributions to the Choke Canyon
Project.
SECTION 2. Mr. Norman G. Flaigg is hereby made an honorary citizen
of the City of Corpus Christi, Texas.
SECTION 3. The City Secretary is hereby instructed to forward a
true copy of this Resolution to Mr. Flaigg.
SECTION 4. The fact that the citizens of the City of Corpus Christi
are appreciative of the valuable assistance provided by Mr. Flaigg in connection
with the Choke Canyon Dam Project and the City Council, as the elected representa-
tives of the citizens of the City of Corpus Christi, desire to convey heartfelt
appreciation to Mr. Flaigg, creates a public emergency and an imperative public

necessity requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date of its introduction but that
such ordinance or resolution shall be read at three several meetings of
the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this resolution be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the �� day of March, 1976.

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT 13 INTRODUCED AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCEDS OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
