THE TEXAS STATE LIBRARY SYSTEMS ACT FOR THE 1976 STATE
FISCAL YEAR, ALL AS IS MORE FULLY SET OUT IN THE GRANT
APPLICATION, IN SUBSTANTIALLY THE FORM ATTACHED HERETO,
MARKED EXHIBIT "A ", AND MADE A PART HEREOF, FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS TO IMPLEMENT THE SAME UPON APPROVAL, AND
DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS
SECTION 1. That the City Manager be and he is hereby authorized
to submit a grant application far $390,039 to continue the LaR.etama public
library system membership and designation as a major resource center and
inter - library loan program under the Texas State Library Systems Act for
the 1976 state fiscal year, all as is more fully set cut in the grant appli-
cation, in substantially the form attached hereto, marked Exhibit "A ", and
made a part hereof. The City 11 ... Bar rs further authorized to execute all
documents necessary to implement the grant upon approval
SECTION 2. The necessity to authorize the submission of the afore-
mentioned grant application for the continuation of these library programs
at the earliest possible time creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its —reduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY 50 ORDAINED, this the 1 Cloy of August, 1976.
