Bray, Jr. City Secretary Armando Chapa Ia t Mayor Rhodes called the meeting to order at the Bayfront Plaza Convention Center. City Secretary Chapa called the roll and verified that the necessary quorum of the Council and the required charter officers were present to conduct the meeting. Mayor Rhodes announced the purpose of the public hearing. She called for comments from members of the audience and community representatives of recommended long-range planning priority issues for the City. The following individuals discussed issues they would like to have on the City's priority list of long-term goals. Ms. Inez Adams, Chairman of the Library Board, requested consideration of the library system as a high priority. Mr. Pat Wolter, a Library Board member, spoke in support of the library. 1d1CROFI MED Minutes Special Council Meeting May 11, 1991 Page 2 Mr. Frank Hankins, 721 Crestview Drive, representing the OPUS environmental group, spoke of the hazards of hydrofluoric acid as it pertains to citizens and the environment. Ms. Janet Rice, 118 Southern Street, representing the Quincentennial Commission, asked the City to establish priorities in EMS, historic preservation, revitalization of downtown, development of parks and stronger zoning regulations. * Council Member McNichols arrived at the meeting. Mr. Gary Bushel, Economic Development Corporation, presented a handout to the Council in regard to planning for growth in the future. Mr. Ed Hinojosa, Chairman of the Housing Authority, commented about the creation of additional housing opportunities, community infrastructure, and additional police protection. Mr. August Meinrath, Trinity Towers, spoke on the subject of securing the City's future water supply. Mr. Mark Scott, Chamber of Commerce, spoke of infrastructure needs - physical and educational; such as water, wastewater, drainage, transportation and solid waste, and CCSU physical improvements and the Del Mar expansion. Ms. Carolyn Morgan, 5013 Cascade, representing Earth Save Corpus Christi, stressed the following environmental issues: a mandatory recycling program, to levy a heavy tax on disposable diapers, a ban be placed on styrofoam food containers, a ban be placed on the use of plastic bags by merchants, and a spay/neuter program for dogs and cats. Ms. Sherry Burgoon, a representative of Earth Save, P. 0 Box 72216, requested the Council to work to attract businesses that manufacture paper and glass recyclable products. She suggested the conducting of an annual household hazardous waste roundup and encouraged the City to use recycled paper for all its paper needs. Reverend E. F. Bennett, spoke of the north side of town's needs for a recreational facility. The president of the Northside Manor Community Board commented about problems in the north side area. Mr. George Hodge, Manager of the Leathers Housing Project, spoke of youth and recreational needs in the north side Leathers Housing Project area. Minutes Special Council Meeting May 11, 1991 Page 3 Ms. Pat Suter, 1002 Chamberlain, spoke on behalf of the CC Bays Foundation, Inc., and urged the Council to resolve issues that affect the wetlands. Ms. Janet Harte, 222 Ohio, Chairperson of the Solid Waste Advisory Committee, commented in regard to the prevention and management of solid waste. She stated that she would like to ban styrofoam and plastic bags and would like the City to stay in charge of its own landfill. She also spoke in support of curbside recycling. Mr. Ken Chastain, 1001 Coke Street, spoke of problems on the north side of town. Ms. Cheryl Bast, 706 Texas Avenue, spoke of the pet over -population in the City and spoke in support of a spaying/neutering program. Mr. Joe Gonzalez, representing the PADRES, asked the Council to support the PADRES with their efforts on the war on drugs. Mr. Henry Berryhill, 231 Rosebud, a geologist, remarked about the water and petroleum needs of the City. He stressed the establishment of a long-range water availability and use plan for the City, the expansion of the City's public transportation system, and the need for high density living in and around the downtown area. Ms. Phyllis Colon, 1301 Aswan Drive, a representative of the Southside Kiwanis Club and concerned citizens of Flour Bluff, spoke on continued support for recycling, garbage pick-up, clean-up of ditches, dumping problems in the Flour Bluff community. She encouraged the completion of the Waldron Road Project and the development of a library in that area. Ms. Donna Eichenberg, 914 Christopher, representing the concerned citizens of Flour Bluff, spoke on the development of Flour Bluff and the completion of the park plans Ms. Shirley Mims, 3613 Brush, Chairman of the Planning Commission, spoke of planning needs in the City, emphasizing the need for a uniformed signage program. Ms Johnnie Ray Seale, 144 Lakeshore, a spokesperson for the CC Botanical Society, spoke of the work and needs of the CC Botanical Society. Mr. Foster Edwards, Board of Realtors, spoke in favor of affordable housing programs, economic development, recruiting new industry, helping existing industry, development of infrastructure, development of Padre Island, and maintaining environment of that area. Ms. Drue Combs spoke of the housing foundation problems in Corpus Christi. Minutes Special Council Meeting May 11, 1991 Page 4 Ms. Pat Parr, 1038 Monette, spokesperson for the Coastal Bend Environmental Coalition, requested the Council to place a high priority on sensitive environmental issues. Ms. Billy McDaniels, a representative of the Flour Bluff/Padre Island Business Association, spoke of the following projects in Flour Bluff -- infrastructure, trash pick-up, code enforcement, sanitary sewer system, improvement of landscaping along SPID, and urged completion of Waldron Road and the Matlock and Knickerbocker extensions. Ms. Janette Hallmark, spokesperson for the Northwest Business Association, asked for continued support of the proposed RV resort and municipal golf course at the Nueces River Park. She urged the completion of the restroom facilities and expressed concern about the McKenzie Road and Leopard Street improvements. Mr. Kay McCracken, Trinity Towers, spoke of the City's recycling program. Ms. Julie McNeil, spokesperson for the Junior League, 438-C Robert, spoke of the accomplishments of the Junior League and urged restoration of the Blucher Park Project. The Council took a ten-minute recess. Mayor Rhodes reconvened the public hearing and recognized the following speakers: Ms. Michelle Caldwell, Project Phoenix, presented material to the Council and spoke on the subject of violence -free homes and schools. Ms. Loretta Shaw, B.U.I.L.D. - spoke of youth and family support for TC Ayers and the north side area, employment of blacks in upper management in the City, and the make- up of the City Council. Mr. Keith Branscomb spoke about housing issue for the homeless. Mr. Cheyenne Eichelberger, spoke on behalf of H.I.A.L.C.O., and expressed concern about the problems on the north side of town and about the redistricting process of the City Council. Mr. James Wagner, N.A.A.C.P., spoke on the issue of black representation on the Council, the north side area problems, and lack of blacks on City staff. Mr Lamont Taylor, spokesperson for the Negro Chamber of Commerce, commented on the lack of business opportunity for blacks. Mr. Luis Corona spoke on the subject of the clean-up of the City, especially in District 2. Minutes Special Council Meeting May 11, 1991 Page 5 Ms. Alicia Gallegos -Gomez, 1017 Harrison, spoke on behalf of the Diocese of Corpus Christi, and commented about a study done on Tract 11 and Tract 12 in the City in regard to the homeless. Mr. Mike Pusley, President of the Board of Trustees of the Tuloso Midway Independent School District, encouraged completion of the McKenzie Road project. Mayor Rhodes expressed appreciation to the audience for their positive input to the Council. Mayor Rhodes adjourned the meeting at 11:30 a.m. on Saturday, May 11, 1991.
