HomeMy WebLinkAbout13460 ORD - 10/27/1976JKH:hb:10 /27/76 AN ORDINANCE AMENDING THE COASTAL BEND MANPOWER CONSORTIUM AGREE- MENT AUTHORIZED BY ORDINANCE NO. 13099, PASSED AND APPROVED BY THE CITY COUNCIL ON MARCH 24, 1976, AND AS AMENDED BY ORDINANCE NO. 13307, PASSED AND APPROVED ON JULY 28, 1976, BY AMENDING SECTION 6, PARAGRAPH 2, SO AS.TO PERMIT EMPLOYEES AND ELECTED OFFICIALS OF POLITICAL JURISDICTIONS SIGNATORY TO THE AGREEMENT TO SERVE ON THE PLANNING ADVISORY COUNCIL; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the Coastal Bend Manpower Consortium Agree- ments, authorized by Ordinance No. 13099, passed and approved by the City Council on March 24, 1976, and as amended by Ordinance No. 13307, passed and approved on July 28, 1976, be and the same is hereby amended by amend- ing Section 6, paragraph 2, so as to add the following phraseology to the third sentence: "except that employees and elected officials of political jurisdictions signatory to this agreement may be appointed to the--Planning Advisory Council ", said third sentence of paragraph 2 of Section 6 to hereafter read as follows: i "No person receiving any part of his salary from any CETA assisted program and no employee or member of the governing body of any agency contracting for delivery of CETA services shall be appointed to the Planning Advisory Council, except that employees and elected officials of political jurisdictions signatory to this agreement may be appointed to the Planning Advisory Council." SECTION 2. Except as herein and hereby amended, the terms, conditions and provisions set forth in the agreement authorized by Ordinance No. 13099 as amended by Ordinance No. 13307 shall remain in full force and effect. SECTION 3. The necessity to amend the Coastal Bend Manpower Consortium Agreement as aforesaid creates a public emergency and an im- perative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at 111CRa JOc, 13460 N ��71980 three several meetings of the City Council, and the Mayor having de- clared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORD- INGLY SO ORDAINED this the day of Md/L m &!/ - , 1976.
