A RESOLU OIT
WHEREAS, the citizens of Texas and the citizens of
Corpus Christi are concerned that State and Federal highway
construction and maintenance funds have remained for several
years at an inadequate and declining level while costs have
more than doubled since 1967, and
WHEREAS, the current highway funding crisis has
resulted in a drastic reduction in the pace of improving the
State highway system, and
WHEREAS, there is a backlog in highway improvement
projects, and
WHEREAS, the highway department estimates that all
existing revenue will be needed by 1980 to maintain the State
highway system, with no funds available for upgrading obsolete
roads and bridges or for new construction, and
WHEREAS, the present inadequate funding level will
adversely affect the State's economy, will result in increased
unemployment, and will result in higher costs for the movement
of goods and people, and
WHEREAS, more adequate and safe highways have a
direct and beneficial bearing on the highway accident rate
that not only affects the life and well -being of our citizens
but also insurance costs for all Texans,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. The City Council of the City of Corpus
Christi, Texas, urges the members of the 65th Texas Legislature
convening in January, 1977, to enact legislation to provide
adequate financing to meet the essential highway transportation
needs of the people of�Texas.
SECTION 2. The City Secretary is hereby directed
to furnish true copies of this resolution to the Corpus Christi

legislative delegation.
SECTION 3. The need for funding legislation to
meet essential highway transportation needs creates a public
emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, having requested
the suspension of the Charter rule and that this ordinance take
effect and be in full force and effect from and after its
pass GLY SO ORDAINED this the day
of 1976.

RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
