HomeMy WebLinkAbout13500 ORD - 11/24/1976:hb:11/24/76 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE ECONOMIC DEVELOPMENT ADMINISTRATION UNDER TITLE I OF THE PUBLIC WORKS EMPLOYMENT ACT, TO TRANS- FORM THE EXISTING INCINERATOR AND SURROUNDING PROPERTY ON GREENWOOD DRIVE INTO A FACILITY FOR MEXICAN- AMERICAN CULTURAL ACTIVITIES; A COPY OF SAID APPLICATION BEING ATTACHED HERETO, MARKED EXHIBIT "A" „AND MADE A PART HEREOF FOR ALL PERTINENT PURPOSES; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to submit an 1 application to the Economic Development Administration, under Title I of the Public Works Employment Act, to transform the existing incinerator and surrounding property on Greenwood Drive into a facility for Mexican - American cultural activities. A copy of the application is attached hereto, marked Exhitit "A ", and made a part hereof for all pertinent purposes. SECTION 2. That the necessity to authorize the submission of this application at the earliest possible date so that planning may proceed in an orderly manner creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its intro- duction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from andafter its passage, IT IS ACCORDINGLY SO ORDAINED this the day of films <.6C , 1976. Physical Description of Project - Identify the major elements of the project and indicate type of work being performed such as new construction, demolition, renovation, repair or improvements. When identifying major proles! elements, list in order of importance, with the major project element representing the largest fraction of the total cost of the project listed first. Program Description of Project - Describe the objectives of the public works project for which the LPY1 grant is being requested and include any long -term benefits that may accrue to the community. The major objective of this project is to provide a facility for Mexican - American cultural activities which will transform a present blighting influence into -a focal point for neighborhood improvement and community enrichment. The proposed project is centrally located artd will have the capacity to handle a variety of community functions (eg: art and craft shows, theatrical'and musical'prbductions, social.activities, educational seminars, etc.)._ The cultural center will•also represent-an effort to halt the social atrophy which presently threatens the area. 3. Project Area - Define the project area; include the appropriate boundaries and./or jurisdiction. The project area definition must be identical with that upon which the project area's unemployment was based (see IV. B. r). Census tracts 1, 2, 3, 4, 5, 6, 7, 9, 10, 11, 12, 13, 15, 16, 17, 18, 20, 22, 23, 29; 30, 31, 32, 33, 34 (See Exhibit IV -A -3). If the project area is a community or neighborhood within a local jurisdiction, describe how the project directly benefits, or provides employment for unemployed persons who are residents of the community or neighborhood for which the unemployment data was supplied. According to Texas Employment Commission and Department of Labor statistics, there were 6,269 unemployed in the City of Corpus Christi for the period ending June, 1976. Of the total unemployed, 4,785, or 76 %, reside in the project area; therefore, it is assumed that 3 out of every 4 persons employed will be from the project area. 3. Describe expected impact of construction of this project on unemployment in the project area. This project is estimated to employ 101 people over a period of 150 days. Skill requirements include skilled, semi - skilled, and unskilled workers in the construction trades, and clerical workers for administration and record keeping. According to Texas Employment Commission statistics, approximately 2,249 unemployed persons in the project area posses these skills. Firm Name Location i FORM E— IOILPW Ie•]61 3 uscoean+•oc +eeae•v]e ENGINEERING STATEMENT PLAZA DE AMISTAD C.C.P.W. - 22 This project will consist of the renovation of the old incinerator building on Greenwood Drive and the construction of additional facilities which will serve as a Mexican - American cultural center. The existing building which consists of approximately 6,600 square feet will be completely renovated utilizing all three levels for a cultural oriented library, audio - visual area meeting spaces, offices and museum display spaces. The renovation will include the adding of a passenger elevator, fire stair, new toilet facilities, air conditioning, electrical, and new or renovated finishes throughout. The remainder of the almost three and a half acres will provide for parking spaces consisting of two parking lots, one each at the north and the south ends of the property. There will be a large plaza area including an outdoor stage area. Also included will, be an aviary of approximately 4,800 square feet. On the west side of the property there is planned an urban pocket park which will be designed with strong influence of the Mexican American heritage. The remainder of the site will be developed as an "town square" park with lighting, benches, sidewalks and fountains. t RENOVATION OF THE OLD INCINERATOR - The lower level will require the addition of a concrete' suspended slab in the indoor toilet facilities to raise the elevation of the floor to the same level as the remainder of the level. A bank of toilets will be installed for the people using the exterior facilities, another bank of toilets will be provided for interior use. The existing parking spaces for the trucks will be filled with concrete and than the entire floor will be covered with common brick matching the brick on the plaza area. The rest of the lower level will consist of a waiting or reception area, information /control booth, audio - visual area, library, study carrels, meeting room, and a passenger elevator. A fire stair will also be added. The base of the tower will be opened to allow access to the interior of the tower. The middle level shall consist of a storage room, large meeting room, office spaces or shop area, small meeting room, the passenger elevator, and the fire stair. The existing burners will be removed and the holes in the floor will be closed with concrete. Additional framing will be added in the area of the elevator to facilitate the installation of the elevator. All window openings will be completely reworked and fixed glass installed in most cases. Air conditioning will also be added. The upper level will consist of one large space that will be utilized as a museum and display space. The opening in the floor at the ends of this room will be closed with structural steel and wood timbers. The openings in the middle of the room will also be closed in this manner. The entire floor will be covered with timber flooring to facilitate the installation of various exhibits. The passenger elevator and the fire stair will also be brought to this level. Throughout the existing building the existing surfaces consisting of concrete and masonry will be cleaned and utilized as much as possible for finish surfaces. The entire electrical system will be new and all spaces will be air - conditioned. All plumbing will be new to the city mains. Some attempt will be made to utilize some of the elaborate piping and equipment in display in the final renovated spaces. PARKING LOTS - The north parking lot will be constructed utilizing existing base material stockpiled at the site from the large existing area of paved surfaces. The finish coating will be one and half inches of asphalt paving. The entire area will have a concrete curb and gutter. This parking lot will consist of fifty -five spaces. The south parking lot will be constructed of new base material and the same one and a half inches of asphalt paving. This lot also will have concrete curb and gutter and will consist of seventy -two spaces. THE PLAZA AREA - This large area of approximately 24,000 square feet will consist of utilizing existing base stockpiled and relaid to receive common brick paving laid in a similar manner to the interior flooring on the lower level. -There will be a special three tiered curbing- seating arrangement around the perimeter of the plaza that will be formed using old rail road ties. Area drains will also be provided for the drainage of this area. STAGEHOUSE - The small outdoor stage will be constructed of reinforced concrete foundation and exposed structural steel framing. The walls will consist of masonry to match the existing and a suspended concrete reflecting ceiling over the stage proper. The backstage and concession areas will be enclosed. There will be a small area under the stage for use in providing service to the aviary. AVIARY - The aviary will be approximately 4,800 square feet recessed about eight feet'into the ground and extending above the ground with the structural steel framing approximately twenty feet. The basic structure will be a reinforced retaining wall ten feet high with exposed structural steel frame covered with screening and steel cabling. At the base line which is about ten feet above the floor of the aviary, there will be a section of fixed glass to create a more open feeling of viewing into the aviary from the plaza level. CONNECTOR - Between the old incinerator and the aviary there will be a connector building that provides entrances to both facilities. This connector will be constructed in the same manner as the aviary with exposed steel framing and screening. It will additionally provide a ramped entrance to one side and steps on the other. Its function will be to be the foyer to both buildings. URBAN PARK - The urban park will consist of a specialized playground designed specifically for Mexican - American heritage children. It will be an intensified play area that will not have the normal swings, slides and other standard "play- ground" equipment. The same types of activities may take place but it will be with special heritage. There will probably be sand, water, and other natural devices constructed in a manner conducive to childrens activities. Materials will be masonry, concrete, wood, and steel. The exact configurations of this "park" will be determined later. The remainder of the three and a half acres will be developed into a town square park type space with a large number of benches, side- walks, fountains, and extensive landscaping. Area Description The project site is located in a developed part of the City and is situated near residential, commercial, and light industrial land uses. According to census data, the area has a high percentage of Spanish - surname families. The Plaza de Amistad will convert ` an old incinerator building into a cultural center devoted to the Mexican - American heritage and will include an aviary, small out- door stage and a park. 3. Air Quality The proposed project will not generate any type or quantity of air emissions or odors. 4. Water Quality The proposed project will not affect the area's water quality. 5. Solid Waste Management The proposed will not generate any significant types or quantities of solid waste. 6. Transportation The project site is located near three major thoroughfares and is served by private automobile, city -owned buses and taxicabs. The proposed projects will generate an additional amount of traffic which the existing thoroughfares have been designed to accommodate. One of the adjacent thoroughfares (Port Avenue) is in fact presently being widened by the City in conjunction with the State Highway De- partment. 7. Noise The proposed project will have no significant impact upon noise as- sociated with the project area. Exhibit V -A� Page 2 8. Historical and Archaeological Properties The site and existing structure have no known historic or archaeological significance. 9. Wildlife and Endangered Species There are no significant wildlife resources located in the project area which will be affected by the proposed project. No endangered or threatened species have been identified in the project area. 10. Energy There are no known energy resources located in the project area. 11. Construction During construction, the project site will be fenced and marked for safety purposes. The construction will not generate any significant noise or other adverse impacts. 12. Public Reaction This project was presented and discussed before a scheduled meeting of the Corpus Christi City Council,following a general recommendation by the Parks and Recreation Board to use the incinerator site as a Mexican - American Cultural Center. Much public opinion has been expressed regarding the blighting influence the old incinerator presently has on the neighborhood and the need of the community for a cultural center. (See attached newspaper column - Exhibit V -A -a). 13. Alternatives to Proposed Projects The facilities could be provided at the proposed location or at another location by construction of a new building instead of renovation of the existing building. However, the total cost of the new building would exceed the cost of renovating the existing building.
