AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
FOR PROFESSIONAL SERVICES WITH ROBERT L. KOIMN,
ARCHITECT, FOR THE PREPARATION OF A PRELIMINARY
ENGINEERING DESIGN REPORT, AND PLANS AND SPECIFI-
CATIONS FOR THE CONSTRUCTION OF A MEXICAN- AMERICAN
CULTURAL CENTER ON GREENWOOD DRIVE; APPROPRIATING
$8,300 FROM 102 GENERAL FUND, ACTIVITY 3711, CODE
301, FOR THE PRELIMINARY ENGINEERING DESIGN PHASE
OF THE CONTRACT AND RESERVING ANY FURTHER APPRO-
PRIATIONS FOR THE REMAINING PHASES OF THE CONTRACT
UNTIL SUCH TIME AS A FEDERAL GRANT IS MADE TO THE
CITY FROM THE ECONOMIC DEVELOPMENT ADMINISTRATION
FOR THE PROTECT; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
", SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract for professional services with Robert L. Koimn,
Architect, for the preparation of a preliminary engineering design report,
and plans and specifications for the construction of a Mexican - American
Cultural Center on Greenwood Drive.
SECTION 2. That there is hereby appropriated $8,300 out of
102 General Fund, Activity 3711, Code 301, for the preliminary engineering
design report phase of the contract; and reserving any further appropriations
for the remaining phases of the contract until such time as a Federal Grant
is made to the City from the Economic Development Administration for the
project.
SECTION 3. That the necessity to authorize the execution of
the aforesaid contract and appropriation "of( funds at the earliest possible
date, so that preliminary work on this project can be commenced creates
a public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction but that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity to exist, having
requested the suspension of the Charter rule and that this ordinance take
effect and be in full force and effect from and after its passage, IT IS
