CORPUS CHRISTI SHIP CHANNEL
This public notice is issued in accordance with provisions of established
Federal regulations, Title 33 CPR 209.145, concerning the policy, practice
and proced_res to be followed by the Corps of Engineers in connection. with
the disposal of dredged material in navigable waters or the transportation
of dredged material for the purpose of depositing it in ocean waters associ-
ated with Federal projects.
This notice is being distributed to all interested State and Federsl'agencies
and knosn interested persons in order to assist in developing facts and
recommendations concerning the proposed continuation of maintenance dredging
activities. Comments must be submitted to the District Engineer at the above
address on or before 23 February 1977.
This public notice supplements Public notice INEC- :•! -1, dated 18 September 1975,
which covered maintenance dredging of the Corpus Christi Ship Channel from
about 2 miles east of the Corpus Christi Turning Basin inland, to and ir_clud-
ing the Viola Turning Basin.

PROJECT n7cam•g^aiT: Portion of Corpus Christi Ship Channel - From two mile
reach in Corpus Christi Bay through landlock reaches to and including Viola
Turning Basin. This notice concerns a portion of the existing 40 -foot project.
Deepening to provide 45 -foot depth will be the subject of a future notice.
PROJECT LOCATION: Near the City of Corpus Christi in Nueces County, Texas.
PROJECT DESCRIPTION: The authorized Federal project provides for a channel from
the Gulf of Nexico, through a jettied entrance near Port Aransas, Texas, across

Corpus Christi Bay and through the Viola Tl,nLing Basin near Corpus Christi, a
distance of about 32.2 miles. Included under the original = intenance
dredging public notice, PIUEC -J�_I, was the reach from approximately 2 miles
east of the Corpus Christi Turning Basin inland, to and including the Viola
Turning Basin.
The purpose of this notice is to inform the public that an additional area
is being irec:porated into the disposal plan presented by the original
maintenance d:-edging notice, IIUEC- I.1 -1.
DISPOSAL APP?..: The Nueces County Navigation District No. 1, the sponsoring
agency, is r- �: :ponsible for furnishing the necessary rights- of-umy and
disposal area::. The attached drawing shows the proposed additional disposal
area,sha.ded in green. The draiTing also shows the locations of the rive
disposal areas presented by the original maintenance dredging notice which
are not shaded'.
DISPOSAL AREA N0. 6 (TULE LAKE TRACT) - The area is located south of the channel.
from the vicinity of the Tule- Lace Turning Basin to the vicinity of the Viola
Turning Basin. When used, the area will be leveed as necessary and the discharge
water will be directed through a controlled spillway back to the Corpus Christi
Ship Channel.
COI -TOSITION AND QUANTITY OF YMTERIALS: Materials to be re- -oved from the Corpus
Christi Ship Channel and to be placed in Disposal Area 11o. 6, consist of fine
grained sand, clay, and silt. Shoaling in this portion of the project is a
result of bank erosion, tidal action in Corpus Christi Bay and alluvial deposits
occurring from upland drainage during high rainfall periods. The shoaling rate
for this reach of the project is approximately 1.3 million cubic yards annually.
MET1110D OF DREDWG: Contract pipeline dredges are utilized to maintain the
channel. The frequency of dredging for selected reaches of the ebanr_el is
about 24 months. The average quantity of materials dredged per contract is
about 1.5 million cubic yards. Portions of the landlocked reach of the
Corpus Christi Ship Channel were last maintained during the period August -.
September 1971. The Bay reach was last dredged during July - October 1976.
PROPERTIES ADJACENT TO DISPOSAL AREAS:
DISPOSAL AREA N0. 6 (TULE LAKE TRACT) is located south of the channel from
the vicinity of the Tule Lake Turning Basin to the vicinity of the Viola
Turning Basin. The area is bound on the east by undeveloped land, on the
south by Up River Road, on the west by =con Tank Farm and on the north
by the Missouri Pacific Railroad.

DREDGUNG By OTHERS: The Nueces County Navigation District No. 1, Mbbil
Oil Company, Southwestern Refining Company, Centex Cement Company, Champlin
Petroleum Company, P.P.G. Industries, Coastal Iron Works, ARSCO, Producers
Grain Cooperative, C.P.C. International Company and Saber Petroleum Company
are the principal companies having terminal facilities located adjacent to
the Federal project inside the landlocked reach of channel from the Corpus
Christi Hain Turning Basin through Viola Turning Basin. The estimated
annual quantity of material dredged from these non - Federal facilities
is about 160,000 cubic yards. Private dredging activities are regulated
through a Department of the Army Permit program.
DESIGNATION OF DISPOSAL SITEES: The proposed disposal site has not been
previously designated by the Administrator, Environmental Protection Agency.

ENVIROMEUM STATEIMM Continued maintenance dredging of the upper
Corpus Christi Ship Channel will significantly benefit the economic
and social well -being of the public. The adverse and beneficial effects
of dredging and disposal of dredged material on navigation, fish and
wildlife, water quality, aesthetics, ecology, ]and use, etc., will be
evaluated in accordance with the National Environmental Policy Act
Of 1969 (P. L. 91 -190). An environmental statement for maintenance
dredging of the Corpus Christi Ship Channel was filed with the Council
on Environmental Quality on 14 January 1976.
Any person who has an interest which may be affected by the use of the
proposed Disposal Area No. 6 may request a public hearing. The request
must be submitted in writing to the District Engineer, within 30 days of
the date of this notice and must clearly set forth the interest which may
be affected and manner in which the interest may be affected by this
activity.

Designation of the proposed disposal plan for dredged material associated
with this Federal project shall be made through the application of guide-
lines promulgated by the Administrator EPA in conjunction with the Secretary
of the Arzy. If these guidelines alone prohibit the designation of this
proposed d-l;oosal plan, any potential impairment to the maintenance of
navigaticn, including any economic impact on navigation and anchorage which
would re_!:_; prom the failure to use this disposal plan, will also be
considere, .

A RESOLUTION
EXPRESSING THE SUPPORT OF THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI FOR DEPARTMENT OF THE ARMY,
GALVESTON DISTRICT CORPS OF ENGINEERS PROJECT STYLED
MAINTENANCE DREDGING, CORPUS CHRISTI SHIP CHANNEL;
INSTRUCTING THE CITY SECRETARY TO SEND TRUE COPIES OF
THIS RESOLUTION TO THE APPROPRIATE GOVERNMENTAL OFFICIALS;
AND DECLARING AN EMERGENCY.
WHEREAS, the Department of the Army, Galveston District, Corps
y of Engineers has distributed Public Notice No. NUEC -M -2 in accordance with
the provisions of established federal regulations, calling for recommenda-
tions concerning the proposed continuation of maintenance dredging
activities; and
WHEREAS, Public Notice NUEC -M -2 supplements a previous public
notice, NUEC -M -1, and increases the scope of the project originally
described; and
WHEREAS, it is proposed that Disposal Area No. 6, known as
the Tule Lake Tract and shown on the attached map, Exhibit "A", be
used as a newly designated disposal area for continued dredging of the
Corpus Christi Ship Channel area; and
WHEREAS, continued maintenance dredging of the Upper Corpus
Christi Ship Channel will significantly benefit the economic.and social
well -being of the public, and a new disposal area should be designated:
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi
hereby expresses its support of and encourages the use of the proposed
disposal area known as Disposal Area No. 6 (Tule Lake Tract) so that
maintenance dredging of the Corpus Christi Ship Channel may be continued.
SECTION 2. That the City Council of the City of Corpus Christi
hereby finds that continued maintenance dredging of the Corpus Christi
Ship Channel and the use of the proposed Disposal Area No. 6 are in the
public interest.
SECTION 3. That the City Secretary is hereby instructed to
furnish a true copy of this resolution to the District Engineer, Galveston
District, Corps of Engineers, Galveston, Texas.

SECTION 4. The public importance and necessity to express the
support of the City Council for the Department of the Army, Galveston
District Corps of Engineers Project, dredging in the Corpus Christi
Ship Channel, as aforesaid, creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council and the Mayor having declared such
emergency and necessity to exist, having requested the suspension of the
Charter rule and that this resolution take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED this
