HomeMy WebLinkAbout13742 RES - 05/23/1977jkh:5- 23 -77; 1st A RESOLUTION WHEREAS, the City of Corpus Christi, the Sparkling City by the Sea, is now and always has been very concerned about the quality of both its air and water; and WHEREAS, Corpus Christi has actively sought sound economic growth and responsible industries to help make that growth possible; and WHEREAS, Corpus Christi co- sponsored one of the first City- County Air Pollution Control Units and has financed and operated such unit to carry out a positive program of abatement of any pollution which might exist and to prevent future air pollution; and WHEREAS, the City of Corpus Christi has actively supported the efforts of the Texas Air Control Board to improve and maintain the quality of air throughout Texas; and WHEREAS, the Texas Air Control Board has provided capable leader- ship to the entire country through its air pollution control program; and WHEREAS, such leadership role now places the Texas Air Control Board in a position where it has under consideration the adoption of requirements not now in effect uniformly throughout the United States which are unnecessary in much of Texas and, in particular, Corpus Christi; and WHEREAS, Corpus Christi has been found to be a non - attainment area because of sampling techniques and procedures which, although probably accurate, do not reflect the quality of air in Corpus Christi: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council strongly urges the Texas Air Control Board to: 1. Avoid precipitous action which could cause irreparable harm to the planned and orderly development of the industrial base of Corpus Christi and of Texas. 2. Continue to issue permits under the Texas Clean Air Act for the orderly growth of industries and for their modi- fication to comply with changes in the availability of energy and in the market place. Recognize its grave responsibility to the people of Texas to enable the continuation of their employment and to assist in the provision of better jobs, while at the same time exercising responsible concern and regulation over the quality of the State's air. SECTION 2. The necessity and urgency for the City Council of the City of Corpus Christi to urge the Texas Air Control Board to continue its exercise of responsible concern and regulation over the quality of the air in the State of Texas without causing irreparable harm to the develop- ment of the industrial base of Corpus Christi and of Texas creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the Z.30— day of May, 1977.
