SEAL Armando Chapa City Secretary tea MINUTES CITY OF CORPUS CHRISTI, TEXAS Special Council Meeting April 20, 1993 10 a.m. PRESENT Mayor Mary Rhodes Mayor Pro Tem Edward Martin Council Members: Cezar Galindo Betty Jean Longoria Dr. David McNichols Clif Moss Mary Pat Slavik City Manager Juan Garza City Attorney James R. Bray, Jr. City Secretary Armando Chapa Mayor Rhodes called the meeting to order in the Council Chamber of City Hall. The invocation was delivered by Rev. E. F. Bennett, Retired, following which the Pledge of Allegiance to the Flag of the United States was led by Council Member Slavik. City Secretary Chapa called the roll and verified that the necessary quorum of the Council and the required charter officers were present to conduct the meeting. * * * * * * * * * * * * * Mayor Rhodes referred to the ordinance canvassing the results of the Runoff Election of April 17, 1993, and declaring the results. City Secretary Chapa stated that the Council had been provided with a copy of the ordinance and referred to the attachments, which summarized the General Run-off election results and the early voting results on a precinct by precinct basis. Council Member Martin made a motion to adopt the ordinance, seconded by Council Member McNichols. Mayor Rhodes called for comments from the audience, and there were none. City Secretary Chapa polled the Council for their votes as follows: ORDINANCE NO. 021636 Ordinance canvassing the result of the Runoff Election of April 17, 1993 and declaring results. Minutes Special Com .1 Meeting April 20, 1993 Page 2 An emergency was declared and the foregoing ordinance passed by the following vote: Rhodes, Longoria, Martin, McNichols, Moss, and Slavik voting "Aye"; Galindo absent. i t♦ f i t# f t i/ i Mayor Rhodes announced the outgoing Council Member speeches on the agenda. Council Member Slavik expressed appreciation to the voters which elected her in the past years, City staff, and her husband, Albert. Next, Mrs. Slavik wished the new Council well in their efforts serving the City. She requested that the new Council vote carefully on upcoming issues because the issues would be funded by taxpayer dollars. Mrs. Slavik advised the new council members that, in politics, one should stand up for what he/she believes and not allow his/her standards to be compromised by the "me too" syndrome. Lastly, Mrs. Slavik commented that she had enjoyed serving on the Council, and felt privileged to serve the citizens of Corpus Christi. Mayor Rhodes presented to Council Member Slavik a recognition plaque in appreciation for her service on the City Council. Council Member Moss commented that Council Member Slavik had been a consistent council member and expressed appreciation to Mrs. Slavik for her hard work. Council Member Longoria expressed appreciation to Council Member Slavik for her assistance during Mrs. Longoria's first term on the Council. Mayor Rhodes commented that, as soon as Council Member Galindo arrived at the meeting, the swearing in ceremony would commence. She called for a recess of the Special Council Meeting. Council Member Galindo arrived at the Council Meeting at 10:11 a.m. Mayor Rhodes reconvened the Council Meeting. City Secretary Chapa congratulated the new Mayor and Council Members and, after a short speech, administered the Oaths of Office to the newly election Mayor and Council Members. Mayor Rhodes announced the incoming council member speeches. Council Member Martin commented on the upcoming issues facing the new Council. He stated that these issues would require the Council and City staff, as well the citizens, to work as a team for the betterment of the City. He stated that the next two years may determine whether the City would be a family-oriented place to live, and whether the available economic opportunities were properly utilized. Minutes Special Cou.. .i Meeting April 20, 1993 Page 3 Council Member Moss expressed appreciation to the voters that reelected him. He stressed the importance of constructive support and criticism from the citizens in order to move the city forward. Council Member Best referred to his past experiences on the City Council and his participation in planning the present City Hall facility. Dr. Best stated that it was a pleasure and honor to serve the City again and that he would put forth every effort to be the best Councilman. Council Member Longoria expressed appreciation to the voters who voted for her, the people providing support in her first two years of service on the Council, and City staff. Mrs. Longoria agreed with Council Member Slavik's opinion that the council members should uphold their beliefs. Council Member Galindo expressed appreciation to the voters participating in the election, and stressed the importance of citizen comments on City -related issues. Mr. Galindo stated that he would provide an open-door policy to the public and encouraged citizen participation. Council Member Noyola expressed appreciation to the people supporting and electing him, and stated that he would represent District 3 to the best of his ability. Mr. Noyola stressed the importance of the community working together. Council Member McNichols commented that, through his previous term on the Council, he was aware of the City's past, present, and future positions. He stated that he had a positive vision for the City and stressed the importance of working together. He stated that his main concern was to make the City a better place for his family as well as others in the community. He referred to important issues in the City and his district and stressed the importance of local employment and tourism. He expressed appreciation for the chance to serve on the Council for the next two years. Council Member Cooper expressed appreciation to the voters who elected her, her family, and numerous people in her campaign. She stated that she would work aggressively and cooperatively to solve major issues in the City. Mayor Rhodes expressed appreciation to the previous Council for their teamwork. She next referred to the difficult decisions facing the present Council. She stated that she felt the present Council was capable and willing to address the issues properly. Mayor Rhodes then stressed the importance of citizen support to the council members during their term on the City Council. Lastly, Mayor Rhodes expressed appreciation to her family, friends, and campaign workers for their efforts. There being no further business to come before the Council, Mayor Rhodes declared the Council Meeting adjourned at 10:35 a.m. on April 20, 1993. • x x x x s x x r x x s x
