A RESOLUTION
AMENDING RESOLUTION NO. 13691, PASSED AND APPROVED
BY THE CITY COUNCIL ON MARCH 2, 1977, BY ADDING THE
FOLLOWING STREETS TO THE URBAN SYSTEM PROGRAM AS
ADMINISTERED BY THE STATE DEPARTMENT OF HIGHWAYS AND
PUBLIC TRANSPORTATION:
EVERHART ROAD, FROM SOUTH STAPLES TO SOUTH ALAMEDA,
AND
CALALLEN DRIVE AND REDBIRD STREET, FROM U.S. 77,
NORTH AND EAST TO I.H. 37;
ADOPTING STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANS-
PORTATION MINUTE ORDERS NO. 75701, 75702, 75703 AND
75704, PERTAINING TO THE CONSTRUCTION OF ENNIS JOSLIN
ROAD BRIDGES, EVERHART ROAD FROM SOUTH STAPLES TO
ALAMEDA STREET, CARANCAHUA FROM LOOP 443 TO I.H. 37
AND CALALLEN DRIVE AND REDBIRD STREETS FROM U.S. 77
TO I.H. 37; AND DECLARING AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Resolution No. 13691, passed and approved by the
City Council on March 2, 1977, which authorized submission of various streets
to the Department of Highways and Public Transportation to be included in
the Urban Systems Program, be amended by adding the following streets to the
aforesaid Urban System Program:
Everhart Road, from South Staples to South Alameda, and
Calallen Drive and Redbird Street, from U.S. 77, North
and East to I.H. 37.
SECTION 2. That the City Manager be and he is hereby authorized
to accept, for and on behalf of the City of Corpus Christi, State Department
of Highways and Public Transportation Minute Orders No. 75701, 75702, 75703,
and 75704, pertaining to the construction of Ennis Joslin Road Bridges,
Everhart Road from South Staples to Alameda Street, Carancahua from Loop 443
to I.H. 37 and Calallen Drive and Redbird Streets from U.S. 77 to I.H. 37, a
copy of said Minute Orders, marked Exhibits "A" through "D",being attached
hereto and made a part hereof for all pertinent purposes. The improvement
of the aforesaid streets, located in the City of Corpus Christi, is to be
jointly performed by the City and State Department of Highways and Public
Transportation.
SECTION 3. The necessity to include the portions of streets
set forth in Section 1 hereof to the Urban System Program as administered

by the State Department of Highways and Public Transportation, and the further
necessity to authorize the acceptance of the aforementioned Minute Orders
in Section 2 hereof in order that plans and construction may be commenced
at the earliest practicable date,creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings of
the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this resolution be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO RESOLVED this the 3o day of May, 1979.

agree,to regulate traffic and prevent encroachment on the right of way, the State Depart-

aid Urban System funds and the eligibility of the proposed work for financing with said

1. Prepare construction pleas and specifications.
2. Provide for replacement of two bridges end approaches et an estimated cost of
$282,000 as authorized in the 1979-1980 Urban System Program.
Upon' acceptance of the provisions of this Order by the appropriate officials of the City
of,Corpus Christi, 1T 7S ORDERED that Ennia Joslia Road-extxtendieg from Ocean Drive to
State Highway 358, a distanceofapproximately 2.3 miles, be and is hereby designated as
a Id:TAOPOLTrAN•EIGHWAY and the Eugiueer-Director is directed to enter into any necessary
agreements with`the City covering the details of the proposed improvements, to proceed
with'the engineering development of the project and with construction in the most feasi-
ble Wand economical finer.
This Order shall become operative upon acceptance by the City of Corpus Christi and if
not accepted within 90 days of the date hereof, the action herein contained shall be.

public emergency and imperative necessity exist for the suspension of the Charter

at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
