Mayor Rhodes called the meeting to order in the Council Chambers of City Hall.
City Secretary Chapa called the roll and verified that the necessary quorum of the Council and
the required charter officers were present to conduct the meeting.

Mayor Rhodes called for the canvassing of the results of the runoff election held April 15,
1995. There were no requests for precincts to be canvassed.
City Secretary Chapa polled the Council for their votes as follows:
ORDINANCE NO. 022211
Ordinance canvassing returns and declaring the results of the Runoff Election held on April
15, 1995, in the City of Corpus Christi for the purpose of electing Council Member District
Two and Council Member District Three.
An emergency was declared and the foregoing ordinance passed by the following vote:
Rhodes, Best, Cooper, Longoria, Martin, McNichols, Moss, and Noyola voting "Aye";
Galindo absent.

Mayor Rhodes announced that the outgoing Council members would give their speeches.
Council Member Noyola thanked the people of District 3 for allowing him to be their
representative for the last two years. He added that everything he promised to accomplish was
accomplished. He wished the new Council and the Mayor luck as they began a new term, and he
thanked the staff, particularly City Secretary Chaps, and all the city employees for their assistance.
He encouraged citizens to stand up and speak out for what is right for the city.
The Mayor then presented Mr. Noyola with a special framed plaque containing his Council
nameplate and a key to the city of Corpus Christi.
Before Council Member Moss gave his speech, Mayor Rhodes thanked him for his
distinguished career as an At -Large Council member for eight years. Mr. Moss said it has been an
honor to serve the community, saying it has been his goal to make city government more cost-
effective. To that end, there have been many accomplishments, including the Mercer Report and the
ongoing work of the Administrative Analysis Committee. He said he hopes the City Manager will
adapt the performance measurement program in all city departments, and that the next Council will
try to lift the city's tax cap to allow the city to continue moving forward. As a member of the Nueces
County Appraisal District, he said he will continue to serve the community.
Mr. Moss also encouraged staff to continue to seek funding for the extension of the
Crosstown Expressway, and he emphasized the importance ofbuilding quality streets and maintaining
the city's traffic signals. He encouraged drivers to report problems to the Traffic Signal Hotline at
the Street Department at 857-1946. He said he will continue trying to make Corpus Christi a better
place in which to live.
Mayor Rhodes asked Mr. Moss' wife, Margaret, to join him at the podium, where Mr. Moss
was presented with the framed plaque and with a special traffic light containing three green lights and
his name on the top of it. The Mayor pointed out that Mr. Moss is the president of the "Friends of
the Streets" club.
The Mayor also added that Council Member Galindo, who was ill and not able to attend, will
be receiving the special framed plaque as well and receives the Council's best wishes.
Council Member Martin said all citizens owe the outgoing Council members a debt of
gratitude for their service on the Council and for improving this community.
Council Member Cooper thanked the departing Council members, and noted that Mr. Moss
has been a role model for the last two years as he occupied the Council seat next to hers.

Council Member Best said the Council will miss those members who were leaving. He wished
them luck and encouraged them to visit.
Council Member Longoria noted that she sat next to Mr. Moss during her first two years on
the Council, and thanked him for his assistance, as well as Mr. Noyola and Mr. Galindo.
Mayor Rhodes invited those present to join in a special reception for the outgoing Council
members.

There being no further business to come before the Council, Mayor Rhodes declared the
Special Council Meeting adjourned at 10:25 a.m. on April 18, 1995.
