AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE DOCUMENTS NECESSARY
FOR THE ACQUISITION OF A PARCEL OF LAND FOR THE NORTHWEST
BRANCH LIBRARY; APPROPRIATING OUT OF THE 269 LIBRARY BOND
FUND, PROJECT 269-77-1, $24,090.00, OF WHICH $23,800.00 IS
FOR ACQUISITION AND $290.00 IS FOR INCIDENTAL COSTS RELATED
TO CLOSING; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be authorized to execute documents
necessary for the acquisition of a parcel of land for the Northwest Branch
Library, said parcel being more fully described as follows:
Being a tract of land out of B.S. and F. Survey No. 417, Abstract No.
571, Corpus Christi, Nueces County, Texas as recorded in Partition.
Deed filed in Volume 1450, Pages 520, 521, Deed Records and more par-
ticularly described by metes and bounds as follows:
Beginning at the point of intersection of the centerline of 80 foot
wide McKinzie Road and the centerline of 60 foot wide Upriver Road;
Thence S. 09° 9 03' W., along the centerline of said McKinzie Road, a
distance of 1,365.0 feet to a point being the beginning point of the
tract of land herein described;
Thence E. 80° 57' E., pass the easterly right-of-way line of said
McKier.e Road at 40.0 feet; in all a distance of 400.0 feet to a
point being the northeast corner of this tract;
Thence S. 09° 03' W., a distance of 140.0 feet to a point being the
southeast corner of this tract;
Thence v. 800 57' W., along the southerly boundary of'the Charles
.McKinzie Tract, pass the easterly right-of-way line of abovementioned
McK4r,- e Road at 360.0 feet, in all a distance of 400.0 feet to a
point on the centerline of said McKinzie Road;
Thence N 09° 03' E., along the centerline of said McKinzie Road, a
distance of 140.0 feet to the place of beginning/and containing .
1.286 acres, more or less.
SECTION 2. That there is hereby appropriated the sum of $24,090.00
out of the 269 Library Bond Fund, Project 269-77-1, of which $23,800.00 is for
acquisition and $290.00 is for incidental costs related to closing.
SECTION 3. That the necessity to execute the aforesaid documents
and to appropriate the sums hereinabove set out in order to acquire the above
described parcels at the earliest practicable date in order that the project
may continue without delay creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance or

resolution shall be read at three severalrmeetings of the City Council, and
the Mayor having declared that such emergency and necessity exist, having
requested the suspension of the Charter rule and that this ordinance be passed
finally on the date of its introduction and take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this

for the contract, agreement, obligation or expenditures contemplated in the
above and foregoing ordinance is in the Treasury of the City of Corpus Christi

from which it is proposed to be drawn, and such money is not appropriated for
any other purpose. •

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
