'A RESOLUTION
WHEREAS, the Refinery Terminal Fire Company has heretofore paid
for and received the use of certain surplus government property for Civil
Defense purposes and public safety purposes, under previous laws and regula-
tions which required that title to such property remain in a governmental
entity such as the City of Corpus Christi, Texas; and
WHEREAS, these government regulations have now been repealed by an
Act of Congress, Public Law 94-519, published in the Federal Register, Vol-
ume,43, Number 31 on February 14, 1978; and
WHEREAS, the Refinery Terminal Fire Company has requested that the
City of Corpus Christi release any interest it might have in such vehicles:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute
a Release according to the attached copy, donating, assigning and releasing
to the Terminal Fire Company any of the City's right, title and interest in
and to the surplus government Civil Defense vehicles described in the Release.
SECTION 2. The necessity to authorize the City Manager to execute
the Release of the surplus government Civil Defense vehicles described therein
at the earliest possible date creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its introduction
but that such ordinance orresolution shall be read at three several meetings
of the City Council, and the Mayor having declared that such emergency and
necessity exist, and having requested the suspension of the Charter rule and
that this resolution be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its passage, IIJT IS

RELEASE
WHEREAS, the Refinery Terminal Fire Company has heretofore paid

Defense purposes and public safety purposes, under previous laws and regula-
tions which required that title to such property remain in a governmental
entity such as the City of Corpus Christi, Texas; and
WHEREAS, these government regulations have now been repealed by an
Act of Congress, Public Law 94-519, published in the Federal Register, Volume
43, Number 31 on February 14, 1978;_and
WHEREAS, the Texas Disaster Emergency Service, acting upon such
repeal, has relinquished all controls and restrictions on property acquired
through Civil Defense channels:
NOW, THEREFORE, the City of Corpus Christi, Texas, acting herein by
and through its duly authorized City Manager, R. Marvin Townsend, does hereby
donate, assign and release to the Refinery Terminal Fire Company any right,
title and interest it may have in and to the following surplus government
Civil Defense vehicles:

R. MARVIN TOWNSEND, City Manager of the City of Corpus Christi, Texas, a

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
