WHEREAS, the Texas Department of Highways and Public Transportation
is now undertaking an improvement program to the traffic interchange of
State Highway 358 and State Highway 44; and
WHEREAS, such improvement program is to be completed in stages
phased over approximately the next 20 years; and
WHEREAS, the staging of such improvement program has required
interim and temporary re-routing of traffic; and
WHEREAS, such re-routing appears to be causing economic hardships
to business formerly benefiting from State Highway 44 traffic; and
WHEREAS, as a further consequence of such traffic re-routing a
difficult and hazardous intersection has been created:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Corpus Christi, Texas:
1. Recognizes that a problem has been created for the residents
and businesses of this City by the temporary re-routing of traffic as the
result of improvements to State Highway 44 and State Highway 358 traffic
interchange;
2. Supports the efforts of the Agnes Street businessmen to obtain
traffic relief from the Highway and Public Transportation Commission;
3. Encourages the Highway and Public Transportation Commission
to resolve the problem by seriously considering the alternate solution
presented by the Agnes Street businessmen or any other solution that will
provide the safe and uninterrupted flow of eastbound traffic on Texas
Highway 44.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.

Enclosed is a certified copy of Resolution No. 15315, passed
by the City Council on January 21, 1980.
This Resolution expresses the City Council's support of the
Agnes Street businessmen's efforts to obtain traffic relief
from the Highway and Public Transportation Commission and
encourages the Commission to resolve the problem by consider-
ing the alternate solution presented by the Agnes Street
businessmen or any other solution that will provide the safe
and uninterrupted flow of eastbound traffic on Texas Highway 44.
Any consideration you may be able to give to this Resolution
will certainly be appreciated.
